I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE # <br /> <br />UPDATE ON C.R. #116/T.H. #47 <br />1996 INTERSECTION PROJECT <br />By: Steve Jankowski, City Engineer <br /> <br />Background:i <br /> <br />Ever since the iC.R. gl 16 bridge over the Rum River was opened in early 1991, there has <br />been an inters{!ction capacity problem resulting from an inadequate number of turn lanes <br />suitable to traffic on T.H. g47. Presently, traffic waiting to get through the intersection <br />backs up betw{~en 6:00 and 8:00 a.m. At times, the backups extend beyond the intersection <br />with C.S.A.H.~ #5. <br /> <br />The County h~ sought funding to remedy this problem for several years, and has secured <br />funding from MnDOT for construction in fiscal year 1996. The project is being funded <br />primarily by ~i,{nDOT, but is being designed and managed by the County Highway <br />Department. 'ghe City of Ramsey will have no financial obligations to this project outside <br />of bituminous/:rails alongside the highway work. <br /> <br />I will have available at the meeting, a preliminary construction plan. At this point, the <br />following are i~sues that may become controversial: <br /> <br />A rais~ median is being proposed which will disallow left turns on T.H. #47 into <br />both ~ver's Bend Plaza and the Super America. The County will solicit written <br />comm6nts from MnDOT as to whether any alternative to this restriction is <br />accepta, ble. If an alternative does exist, staff position would be that River's Bend <br />Plaza and the lots in Plaza 47 Addition be assessed any additional costs. <br /> <br />A raised median will also prevent left mm movement into and out of the Food N <br />Fuel a~d apartment building. For the apartment building in particular, this will <br />cause traffic to flow through the Food N Fuel property or cause a very substantial <br />amount of additional travel distance. This problem could be alleviated by <br />cooperation between the Food N Fuel and the apartment building to provide the <br />apartment with an access behind the Food N Fuel. <br /> <br />The intgrseetion at I42nd is likely to be signalized in the near future. The existing <br />project ~nds south of this intersection.
