I <br /> <br />PUBLIC HEARING <br />PLANNING COMMISSION <br />CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Planning Commission conducted a public hearing on Tuesday, August 1, 1995 at the <br />Rarnsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota to hear input <br />regarding a request for a conditional use permit to grade and export soils; case of Good Value <br />Homes, Inc. ~ <br /> <br />Members Present: <br /> <br />Chairperson David Bawden <br />Commissioner Ben Deemer <br />Commissioner Terry Hendriksen <br />Commissioner Paul Holland <br />Commissioner Charles LaDue <br />Commissioner Michael Terry <br /> <br />Members Absent: <br />Also Present: <br /> <br />Commissioner Bradley Thorud <br /> <br />Zoning Administrator Sylvia Frolik <br /> <br />CALL TO ORDER <br /> <br />Chairperson Bawden called the public hearing to order at 7:36 p.m. <br /> <br />PRESENTATION <br /> <br />Zoning Administrator Frolik explained that the applicant, in order to create more attractive building <br />sites in the propos/ed plat of Chestnut Ridge 2nd Addition, is proposing to strip the topsoil, remove <br />and export approximately 15,000 cubic yards of materials, and replace the topsoil. Good Value <br />Homes proposes different ingress and egress routes for the material removal by belly dumps, <br />however, because !of the substantial number of homes existing on the proposed ingress route, Staff <br />recommends that Only the egress route be utilized. Staff also recommends that the grading and <br />hauling operation ~be confined to a four-week period from start to finish. Ms. Frolik noted that silt <br />fence and other ~rosion measures have been proposed to protect adjacent properties, and the <br />revised grading wbuld not affect existing drainage patterns. <br /> <br />CITIZEN INPUT <br /> <br />James Ringold, 14531 Krypton Street N.W. - expressed concern, stating that 15,000 cubic yards <br />is a mountain, and he wondered where exactly it's coming from. <br /> <br />John Peterson, Good Value Homes, Inc., stated that he was under the impression that when their <br />grading plan was iapproved, they could start; he didn't realize a conditional use permit would be <br />required. He explained that Chestnut Ridge 2nd Addition has been platted into 72 lots, and the site <br />has an open spac6 in the middle of it that is relatively high and when going towards the wetland it <br />gets quite a bit higher. He stated that there is a street running along the wetland, and the street has <br />to be cut somewhat more to protect the trees. He commented that this proposal is not making <br />money, it is costing money. He advised that they are just trying to get rid of that nob and the area <br />will be residential~ but it will not have any trees. He reported that the material removed will have to <br />be taken off site and into Anoka where it is being given to a developer. He asserted that they will <br />not be going anywhere near the wetland or the lake. <br /> <br />Grayce Kalstad, ~4700 Sunfish Lake Boulevard N.W. - inquired as to the roads that will be used <br />for hauling out the material. <br /> <br />Public Iteariug/Planning Commission/August 1, 1995 <br /> Page 1 of 2 <br /> <br /> <br />
