I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> 1 <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br /> STATUS OF RINK REPLACEMENTS AT <br /> RAMSEY ELEMENTARY SCHOOL <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />CASE # <br /> <br />Notification: <br /> <br />Dick Nybeck, iDirector of Sites & Grounds for Anoka Hennepin School District #11, as <br />well as the Pa~k and Recreation Commission is receiving a copy of this case. <br /> <br />Background: <br /> <br />Earlier this y,~ar, the District notified the City that both hockey rinks at the Ramsey <br />Elementary So~hool would be demolished. This was due to the storm water conduit that <br />was to be routed underneath both the rinks, and a reduction in surface elevation at the rink <br />site. The distiSct committed to replacement of one of the rinks, the City, tentatively, the <br />other. As yo6 will recall, the Park Commission's 1996 CIP requested $10,000 in park <br />improvement I~'ust fund interest earnings be allocated toward the replacement of one rink. <br />It is intended Ithat the rinks be constructed this fall for the winter skating season with <br />reimbursemen~ for construction of one rink in 1996. <br /> <br />The City reqtlested bids for the construction of the two hockey rinks with materials <br />included. Two responses were received; one for approximately $47,000 and the other for <br />approximatel~$32,000. Both bids were considerably higher than the estimate of $20,000 <br />and the Schoo! Dislxict requested additional proposals. By reducing some of the frills on <br />the rink constr~ction (e.g. swinging drive gates and fancy metal end posts) the District was <br />able to reduce the low bidders cost further. The actual cost will be less than $25,749. The <br />City's cost will not exceed $10,000. <br /> <br />The School DiSlrict will be managing most aspects of the construction. The City will assist <br />with locating t[~e rinks on the site and will paint the interior of the rinks in 1996. <br /> <br />ObservationS: <br /> <br />At the same time the above was being worked out, the City and the Dislrict recognized the <br />importance of ~orrnalizing the construction and the maintenance agreement. A joint powers <br />agreement is ~ttached for your approval. It deals only with the skating facilities at the <br />school.
