Principal, Ramsey Elementary SehooI <br /> <br />Mai'k Boos, Parks/Utilities Supervisor <br /> <br />Construction/Rink Conflicts at R,m~y Elementary School <br /> <br />As you are aware~ there will be considerable grading and site work at the Ramsey Elementary <br />School associated With the new building. Most of these activities will commence as soon as school <br />recesses for the sutnmer. : <br /> <br />School District #t! is using the opportunity for grade changes to the new facility to correct <br />drainage problems~in the existing bit, mlnous parking lot on the northwest end of the school. The <br />parking lot will be ~moved and storm water pipe installed that will drain the water southwest to the <br />s~imentafion bas~ being created near the existing lower ballfields (site map enclosed). <br /> <br />As you can see, the excavatiOn for the pipe will intersect both hockey rinks. Both are considered <br />to be significantly i~npacted because of the depth of cut and resultant wide trench required of sandy <br />soils. The rink nem'est the school (east rink) is in very poor structtual condition and is not suitable <br />for repair. This rifik was constructed in 1977, with the City's fixed assets listing showing it as a <br />$2,000 expenditur~ The west rink is in better condition but still well into its useful life. <br /> <br />Normally, when ' .u~_ rovements are effected that negatively impact the City infrastructure, they are <br />repaired by the entity causing the damage. For example, a utility removing a section of City street <br />would be required ~ replace it to City standards. <br /> <br />Simple repair of the rinks in this case is impractical because, in addition to the poor condition of the <br />rinks, the surface ~levation will be three feet lower. The topography change is required to be <br />compatible with the ground's various features and new elevations. <br /> <br />If the City and the iSchool District decide to replace the rinks, the grade changes will make the <br />layout more functi6nal, attractive and sllghtly safer. The specifics of the rink(s) issues need to be <br />resolved soon so th.~t they may be incorporated into the Districfs bi. dding documents, scheduled to <br />be let in early Aprili1995. <br /> <br /> <br />
