ORDINANCE #95-2 <br /> <br />Adopted by County Board Action on October 10, 1995 <br /> <br /> COUNTY OF ANOKA <br /> Anoka County, Minnesota <br /> <br />JUVENILE CURFEW ORDINANCE <br /> <br />1.00 <br /> <br />1.01 <br /> <br />1.02 <br /> <br />1.03 <br /> <br />1.05 <br /> <br />2.00 <br /> <br />2.01 <br /> <br />3.00 <br /> <br />3.01 <br /> <br />3.02 <br /> <br />3.03 <br /> <br />The A!3, oka County Board of Commissioners ordains: <br /> <br />PURP~SES AND FINDINGS <br /> <br />The Atlok~ County Board of Commissioners finds and determines that there has been an <br />increase in juvenile violence and crime by iuvoniles in tho County of Anoka. <br /> <br />Juveniles are pa~-ticularly susceptible by their lack of maturity and experience to p~ticipete <br />in unl~wful activities and to be victims of older perpetrators of cdme. <br /> <br />Because of the foregoing, special and extenuating circumstances presently exist within this <br />county!that require speciaJ regulation of juveniles within the county in order to protect them <br />and other persons during the nighttime hours, to aid in crime prevention, to promote <br />parent.al supervision and authority over minors, and to decrease juvenile crime rates. <br /> <br />In acccirdance with prevailing community standards, this ordinance serves to regulate the <br />condu¢ of minors in public places during nighttime hours, to be effectively and consistently <br />enforced for the protection of juveniles from each other and from other persons, in public <br />places ~uring nighttime hours, for the enforcement of parental control of, authority over, and <br />respon{~ibility for their children, for the protection of the general public from nighttime <br />m~sch~e~f by juveniles, for the reduction in the incidents of juvenile criminal activities, for the <br />furtherance of family responsibility and for the public good, safety and welfare. <br /> <br />It is thelintent of the County Board to review and evaluate the need and effect of nighttime <br />curfew ~or juveniles set forth in this ordinance on the incidents of juvenile criminal activity <br />and pro.~ection of juveniles against cdminal activity. <br /> <br />AUTH OJ~RITY <br /> <br />This Ordinance is enacted pursuant to the authority granted under Minn. Stat. § 145A. 05, <br />subd. 7~k (1994). <br /> <br />DEFINITIONS <br /> <br />"Authorii~ed adult" shall mean any person who is at least eighteen (18) years of age and <br />authorized by a parent or guardian to have custody and control of a juvenile. <br /> <br />"County ~Board" shall mean the Anoka County Board of Commissioners· <br /> <br />"Emerge?cy" means an unforeseen combination of cir~.Umstances or the resulting state that <br />calls for Immediate action. The term' includes, but is not'limited to, a fire, a natural disaster, <br />automol~ile accident, or any situation requiring immediate action to prevent serious bodily <br />injury oriloss of life.,, <br /> <br /> <br />
