October 27, 1995

Association for Nonsmokers-Minnesota
2395 University Avenue West Suite 310
Saint Paul, Minnesota 55114 - 1512
(612) 646-3005 FAX: (612) 646-0142

Glen Hardin
15153 Nowthen Blvd NW
Ramsey, Minnesota 55303-6197

We need your help.
a little bit!)

And we are willing to pay for it.

(At least

Reducing illegal drug use is a goal in most communities and
a priority for the Chemical Dependency Division of the Department
of Human Services. Several years ago the U.S. Government tied
drug use prevention funds to each state's efforts to reduce
illegal tobacco sales to minors. Many prevention activities,
including the D.A.R.E programs, stand to lose some funding uniess
the State can demonstrate compliance with tobacco age-of-sales
laws. To preserve prevention funds regular compliance checks
must be done at sites throughout the State. For the second year
ANSR has received a small grant from DHS to gather the compliance
data. We are committed to gathering data from communities of all
sizes from throughout the state. Ramsey was selected as part of
the sample this year. We hope you will work with us.

Here is how it works. Between now and the end of February we
would like you to do an unannounced compliance check of all of
your licensed tobacco vendors using a standard protocol developed
by a team of law enforcement officers. The protocol was used
last year and worked well. Compliance checks are done under the
supervision of a police officer by a juvenile over 15 and under
18 attempting to purchase tobacco. We would like to gather data
on both chew and cigarettes. Most officers find they can
complete 15 to 20 compliance checks in a couple of hours.

What we supply:
We provide a standardized protocol (attached), report forms, and
a sample letter to send to your vendors several weeks prior to
the compliance check. We also provide any technical support
which you might need. After the compliance checks are completed
we can work wi6h you in any way you would find helpful.

dhsmgrp l.ltr

!
I
I
