I
/
I
I
I
I
I
I
I
I
I
I
I
I
I
!
I
I
I

Protocol for conducting compliance checks

Males and females over 14 and under 18 will work as "compliance checkers". Their appearance
should be such tl~at most reasonably prudent people would assume that their age might be under 18
and there would l~e sufficient doubt that ID would be checked if it were a violation of law to transact
business with tha~ person if they were not 18. A Polaroid photo of the checker will be taken and
kept on file.

Compliance checkers will make no effort to disguise their age and will wear clothing and make- up
similar to what tfiey ordinarily wear.

Male compliancq checkers will attempt to purchase chewing tobacco as well as cigarettes. Female
compliance checkers will attempt to purchase cigarettes.

Compliance chec~kers will be instructed not to lie. If they are asked their age or birth date they will
give their actual date of birth or show their actual ID or drivers license if they have one.

If at all possible the compliance checker will get the cash register receipt.

The officer will 9erify that the checker does not have any tobacco products of their own when they
enter the store. ',

7. The checker will;dec,de what brand of tobacco to purchase and consistently purchase that brand
during the COUrS6rr of that day's survey.

8. Following any ptirchase of tobacco the checker will record on a report form the following information:
name of clerk if ii is on a badge, general description of the clerk including approximate age, hair color
and style, locatio~ of the register, time of day, and the name of the checker. This information, the
pack of cigarettes (chew) and the receipt will them be placed in an envelope as evidence..

10.

The checker willlthen return to the store with the supervising adult and identify the clerk and return
to the car while the officer completes the compliance check.

If the compliance checker enters a store and recognizes the clerk as someone they know from school
or is their persongl friend, in a large store the checker should go to a remote register. In a small
store the compli~--ce check will be aborted and a different checker deployed to complete the check at
a later time.
