segments between Ramsey Boulevard and C.R. #116 in the AEC Energy Park and between <br />Krypton Street in Wood Pond Hills and Sunfish Lake Boulevard. In the former we have <br />site control of all of the land (although we need to close on one parcel). In the latter we <br />need to negotiate for one more parcel. This will occur once the engineering is completed in <br />:the next few weeks. Property acquisitions will continue in 1996 for the last segment of <br />153/155 and McKinley Street but no further construction of these collectors is programmed <br />in 1996. <br /> <br />I <br />I <br />! <br /> <br />In 1997, the segment of 153/155 between Variolite and Armstrong Boulevard is expected <br />:to be underway. We have also set an MSA allocation in that year for the completion of <br />. Riverdale Drive south of U.S. #10. This project, however, will be driven by development <br />in that area. If the project proves unnecessary we would not propose that it proceed. <br /> <br />In 1998, it is projected that we will complete McKinley Street between Sunfish Lake <br />Boulevard and Jasper Street and the City Public Works facility. It is also projected that the <br />final leg of Sunwood Drive east of County Road #5 and connecting to T.H. #47 will be <br />completed in that year. That will leave only that portion between C.R. #116 and Sunfish <br />Lake Boulevard to be constructed. This project is not programmed in 1999 and it has the <br />potential to be delayed further due to the uncertainty of imminent development potential of <br />the area in the foreseeable future. Also in 1999 is progran'aned the McKinley Street <br />connection to the City of Anoka. Likewise it is uncertain as to if this project will go <br />forward. The allocation is set aside should that issue be worked through. It should be <br />noted, however, that further industrial park development may cause a portion of it to be <br />built in any case. <br /> <br />The Road and Bridge Committee is currently reviewing the varied issues related to T.H. <br />#47. In 1999 we have set aside $400,000 of tax increment proceeds to deal with the issue. <br />While that may seem like an inordinate distance in time for T.H. #47 resolution of issues, it <br />probably is not. We began working toward completion of the Variolite segment of <br />153/155, for example, in 1991 (for 1997 construction in this plan). T.H. #47 has the <br />additional nuance of having to work with MNDOT and Anoka County in order to <br />accomplish the goal. <br /> <br />The last two years of the program don't have much in the way of street improvements. <br />However, it is projected by that time Ramsey will be discussing development potential of <br />the area presently outside the MUSA (Urban Service Area) to the west. Therefore, it is <br />thought that funds should be set aside at that time for right-of-way acquisition for an <br />eventual bridge project over the Mississippi. <br /> <br />Throughout this program is an annual allocation toward the Street Maintenance Program. <br />The municipal portion is from the dedicated interest earnings from the Public Improvement <br />Program. The annual allocation varies but averages $154,762 over the six year term. It <br />has periodically been discussed that we should attempt to move away from an assessment <br />program for the 50% of project costs currently funded directly by the benefitted properties. <br />While we expect to be discussing this in greater detail, in 1996, no change is projected in <br />this current document. <br /> <br />As mentioned earlier, the Park portion of this plan was approved by Council in August so I <br />won't go over the details here. It should be noted, however, that the park plan seems to be <br />fairly balanced between competing interests for capital expenditures. Of the total projected <br />park expenditures, 56 percent is programmed toward community parks (i.e. Central, <br />Rivers Bend or Alpine) or toward active uses in neighborhood parks such as tennis courts. <br />Of the balance, a large portion is in support of active uses such as the completion of <br />Emerald Pond Park wherein an existing ballfield and soccer field will be supported by <br /> <br /> I <br /> I <br /> I <br /> ! <br /> I <br /> I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
