CASE # <br /> <br /> REQUEST FOUR SITE PLAN APPROVAL OF PARKING LOT IMPROVEMENTS <br /> AT 6246 HWY. #10 N.W.; CASE OF LANO BROTHERS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Lano Brothers ha~e acquired the former Geothermal property at 6246 Hwy. #10 N.W. They are <br />intending to lease be building to an enclosed rental operation. The property is zoned B-3 Highway <br />Business and as ~uch, all travelled and display areas of the property must be paved and curbed. <br />Because of the in~tivity at this site for quite some time, the property has lost its non-conforming <br />rights to conduct! business operations without the required site improvements being in place. <br />Therefore, Brad l Lano has submitted an application for approval of the proposed site <br />improvements. ~ <br /> <br />Notification: <br /> <br />Site plan reviews~ are not required to have a public hearing.' Notification of the pending site <br />improvements (ad. dition of pavement and curbing) was not made to the area property owners <br />because it is assumed that they will be a welcomed addition to the neighborhood. <br /> <br />Observations: <br /> <br />In accordance wit~ City Code, the site plan proposes to pave and curb the driveway and parking <br />lot. There is also~ driveway entrance from Riverdale Drive N.W. on the rear side of the building <br />that is proposed Ito be paved. City Code would require that this section of pavement also be <br />finished with B-612 concrete curbing; the site plan should be modified accordingly. <br /> <br />It is Staff's understanding that the rental business is not proposing to have any outside display <br />area. Therefore,I no additional pavement beyond driveways and customer/employee parking is <br />required. <br /> <br />The following items are enclosed for your information: <br /> <br /> a) Si~ location map <br /> b) SiM Plan <br /> c) Le~,~ter from City Engineer to Brad Lano dated November 1, 1995 <br /> d) <br /> City Staff Review Letter dated November 2, 1995 <br /> e) Pnbposed development permit <br /> <br />Due to the applic~t's desire to get the site improvements installed before inclement weather so that <br />the building could be leased over the winter, City Staff did give permission for the improvements <br />to be installed in ~tvance of the Planning Commission and City Council approval after reviewing <br />the site plan deta~,'ls. However, the applicant was only able to get the sidewalk and curbing <br />installed prior to re snowfall and is therefore requesting permission to open up for business with a <br />Class 5 parking l~t until Spring. <br /> <br />The Planning commission reviewed the application on November 9. Mr. Brad Lano stated that he <br />is willing to curb ~he perimeter of bituminous on the Riverdale side of the facility, but at this point <br />in time he doesn'i know the extent of his tenant's pavement needs in that area of the site. The <br />Planning CommiSsion recommended approval of the site plan with all pavement being finished <br />with concrete cur~ing, knowing that the extent pavement on the Riverdale side of the facillity is a <br />variable. They al~o recommended approval of occupancy of the building with a Class 5 parking <br />lot for the winter¢onths contingent upon the applicant placing a financial guarantee with the City <br />to ensure installaqon of pavement in the Spring. <br /> <br /> <br />
