I have reviewed the plan and visited the <br />site. The area to _be paved is approximately 112,800 square feet which represents an area about 20 <br />percent greater th~m the area of the existing dirt parking lot. <br />_r <br />The City is supportive of improvements such as the one you proposed. However, City Code <br />requires a site pla~ review which is scheduled for the Planning Commission meeting of November <br />9, 1995. Because of the lateness of the construction season, I directed you to proceed with the <br />improvement pri~>r to the formal site plan review with the understanding that you would need to <br />address drainag{ issues associated with the improvement. We discussed the general need to <br />prevent mn-off fi'om entering onto the neighboring properties and to detain the run-off to meet <br />water quality critd~ia. ' <br /> <br />Presently, there i~ a tile line which drains water from the dirt parking lot toward Rivlyn Street. It is <br />unknown whether this file actually connects to the storm sewer on Rivlyn Street. Following <br />improvements, ~ general drainage pattern will be similar to the existing one. All flow will drain <br />from Highway #,10, southward toward Rivlyn Street. The grading from the southwest corner of <br />the paved lot sho01d be graded with an 18-inch deep swale draining to the south located along the <br />west property li~ to prevent water from draining onto the adjacent property. A shallow sump <br />area, approximately 25 feet square, should be created in the southwest corner of the lot. This <br />swale and sump !area should be graded and revegetated to allow infiltration of and sediment <br />removal from th~ run-off prior to overflowing into the street storm sewer. These are the actions <br />which we discusJed at our meeting on October 25, 1995, and will be my recommendations to the <br />Planning CommiSsion. <br /> <br />Sincerely, <br /> <br />CITY OF_ RAMSEY <br /> <br />S~even J.
