Schroeder, City Administrator <br /> <br />Background: <br /> <br />On September 12, i1995, Council discussed the 1996 budget proposal. That proposal, of course, <br />included impacts t[pon staffing complements. Council requested at that meeting that any impacts <br />upon staffing be ~ft~rther discussed by the Personnel Committee. <br /> <br />The document shows an increase in clerical in Administrative Services from 4.5 FTE's to 5.0 <br />FFE's. One intenlJof the hour increase is as clerical overload for vacation coverage or periods of <br />increased work trow needs. Second, during September and October, the Police Department has <br /> <br />been contracting f <br />outsourcing cleric <br />staff. It is further <br />area and others ave <br />also are reviewin <br />allocation allows <br /> <br />}r outside clerical support averaging six hours each week. It is intended that <br />tasks be reduced from this level by more fully balancing the use of existing <br />.,xpected, however, that our clerical requirements will continue to grow in this <br />lting the need for the additional personnel complement budgetary request. This <br />~r potential improvement in this area as well. <br /> <br />We are not reques!ing any changes in Finance or Assessing. As you are aware, we are contracting <br />with Anoka CountS, for assessing services (since 1993). Because of the AEC billing project, we <br />have been able to Operate the Finance Department with a complement of 3.5 FTE's which is down <br />from the 1990 level of 5.0 staff persons. <br /> <br />The Engineering Technician position was eliminated at the end of 1993. Since that time, that <br />department has be)gn operating with assistance from interns, a dedication of about 0.5 FTE's of <br />clerical support, alad contract technical services on call. We are requesting that the allocation for <br />intern time be inc'.eased 0.25 FTE's to 0.75 FTE's. At the same time, we are asking that the <br />Community Development Department receive the same increased allocation of intern time. <br />Together we wouI{l intend to gain the services of 2080 hours of landscape architect internship time <br />and 1040 hours ofigeneral public administrative intern support. <br /> <br />There are no chgnges requested in Street Maintenance, Building Maintenance or Building <br />Inspections. Whi~e we have applied for federal funding for additional personnel in the Police <br />Department, we ar~ not requesting additional patrol officers in 1996. You will recall that Council <br />authorized two officers in 1995 to increase staffing to thirteen sworn, up from the 1990 level of <br />nine. r <br /> <br />An additional regu,lar full time Public Works Maintenance Worker position has been requested for <br />1996. In return, ~ere has been a reduction in the temporary personnel as well as Environmental <br />Services. It is expl~cted that the 0.35 FIE Environmental Specialist position will be removed from <br />the budget in orde~ to create the full time maintenance position. This position will be allocated 104 <br />hours to Environr~ental Services, 208 hours to utilities, 520 hours to snow removal, and 1248 <br />hours to park mair~tenance. It is expected that this new full time position will be posted internally <br />and externally. P~rt time temporary maintenance time in the Street Department will remain the <br />same as in 1995 (~ 480 hours). Part time temporary time in the Parks Department will be reduced <br />1378 hours to 407,~ hours. The hourly rate for temporary staffing is expected to average $8.70, up <br />from the 1995 budget of $6.50. <br /> <br />The sum total of fflc Public Works Department changes is a staffing level of 21,192 hours, which <br />is reduced slightly!from 1995. ~: <br /> <br /> <br />
