The City Council finds that the demand for transportation <br />facilities within the municipality is directly related <br />t° the density and intensity of development permitted and <br />a~lowed within the City. More development means greater <br />number of people and an increase demand for transpor- <br />tation facilities and specifically collector/arterial <br />streets. <br /> <br />It is the policy of the City that new residential <br />buildings and non-residential buildings shall pay an <br />impact fee for the purpose of creating revenue for <br />construction of new collector/arterial streets and the <br />improvement of the city's existing collector/arterial <br />system. <br /> <br />S~bd. 2. Residential Developmental Assessment. <br />S~bdividers of residential developments shall be required <br />at the time of Final Plat approval to pay to the City <br />$500.00 for each newly created lot in the Plat. <br /> <br />SECTION 4.
