Subsequent to the issuance of that permit, <br />aing to grading and mining permits was amended. In April of I991, the permit <br />'.ordance with the revised regulations. In August of 1991, that permit was <br />~G Rehbein to Glenn Rehbein. The permit issued to Glenn Rehbein had an <br />~ly 31, 1992. <br /> <br />On October 26, 1995, the City of Ramsey received an application for a new conditional use permit <br />for grading, importing and exporting soils in order to complete excavation of the lake area and <br />create walkout styl~ home sites. <br /> <br />Notification: <br /> <br />Conditional usc permits are subject to public hearings. State law requires notification of thc public <br />hearing to all propel'ties within 350 feet of the subject property. Staff notified all properties within <br />800 feet of the sul~ject property. The Planning Commission conducted the pubic hearing on <br />November 9 and there were no verbal or written comments submitted. <br /> <br />Observations: <br /> <br />The revised grading plan submitted varies from that which was originally approved under the <br />preliminary plat of l~lort~, fork 5th Addition in order to create the more attractive walkout style home <br />sites. It also reflectS an ~ntent to export approximately 890,000 yards of sand from the 80 acre site, <br />two thirds of whic~ is associated with the excavation of the second lake. The Applicant has also <br />requested permissi.'On to import topsoil and clean organic material, which would increase the <br />amount of export material. <br /> <br />The haul road proposed will extend through undeveloped portions of Northfork 5th and the Links <br />golf course westerly to the railroad tracks, then southerly along the railroad tracks to 153rd. No <br />portions of paved ~ity streets will be used except for the portion of 153rd Avenue between the <br />railroad tracks and ~r.H. #10. <br /> <br />City Code limits the time frame for grading permits to 3 years. In this case, North Fork is <br />proposing to expo.r( the soils off-site as markets appear.
