The enclosed <br />Phasing Plan c~)ntains a basic outline of grading and excavation <br />priorities. Efforts have been made to balance orderly development, <br />minimization of impact on existing and future housing, drainage and <br />water retentioI in this Phasing Plan. It is understood that some <br />of these phased areas may be more than the five acre maximum <br />allowed under (he City Code, however, the finished topography of <br />each is such t~at they should be dealt with collectively. As each <br />phase is complgted the area included will be final graded, seeded <br />and mulched, i During excavation, erosion control and safety <br />procedures wil% be implemented as required by your City Engineer. <br /> <br /> The possi'ility~ . exists that more than one grading contractor <br />could be involved mn the removal of the sand. North Fork would <br />like the optio~ of having more than one phase operational at one <br />time, subject ~o reasonable regulations and time tables. <br /> <br /> Phases 8 ~nd 9 of the Phasing Plan represent excavation of the <br />Lake to appro~-imately one foot above the water table. Phase 13 <br />would include excavation of that area into the water table. The <br />Phasing Plan incorrectly contains two Phases labelled as "6" The <br />Northeasterly !'6" should be "5" <br /> <br /> Potentiallusers of the exported sand indicate that the ability <br />to dispose of ~he soils being replaced by the sand, could greatly <br />accelerate th~ disposal process. North Fork, accordingly, is <br />requesting an~ import permit t'o allow topsoil and other clean <br />organic materi~ls to be returned to the site, other portions of the <br />Northfork PUD !and the golf course. North Fork and the Links of <br />North Fork a~e presently identifying areas that could use <br />additional to~soil or berming. North Fork would ask that any <br />permit issued ~llow your City Engineer to approve the type and area <br />of placement o~ such materials from time to time. <br /> <br /> Ail exported and imported material would be directed through <br />the identifiedlsite to the existing haul road shown on the Phasing <br />Plan; along.th~ railroad tracks to 153rd Avenue and out to Highway <br />10. At suchl time as Inverness extends to Jarvis, a possible <br />alternative r~ute from Inverness to Jarvis to Highway 10 might be <br />appropriate. <br /> <br />I01 <br /> <br /> <br />
