The plat is to be named Northfork Itasca Shores and <br />consists of 11 single family lots. <br /> <br />The following ~tems are enclosed for your information: <br /> <br /> a) Sin; location map <br /> b) Pre .posed pre!imlnary plat, grading plan & supporting language <br /> c) Cil ~, Staff review letter dated November 29, 1995 <br /> <br />Notification: <br /> <br />State law requires!notification of public hearing to property owners within 350 feet of the subject <br />property. In this ~'ase, Staff sent notice of the preliminary plat public hearing to persons within <br />500 feet of the sut iect property. There were no written or verbal comments submitted at the public <br />hearing. <br /> <br />Observations: <br /> <br />All of the lots m~,,et the one acre minimum lot size and are at least 160 feet wide at the street <br />frontage or buildit ig setback line. <br /> <br />The lots are prop(: <br />Itasca Circle, whi~ <br />cul-de-sac length, <br />constructed in the <br />around the center <br /> <br />se~. to receivc public access from an 1,100 foot cul-de-sac proposed to be named <br />:h ~s a deviaiton from thc grid pattern and requires Council approval. As for the <br />City Staff is re. eom_mending approval of same with a landscaped center island <br />bubble to facilitate the movement of larger vehicles to the cul-de-sac bubble and <br />island and back out of the neighborhood again without the need for stopping and <br /> <br />backing up to ack .eve the radius necessary to exit the area. The landscaped center island provides <br />additional area fo runoff and snow storage and aesthetically breaks up the'~pance of blacktop. <br />Staff is proposin~g that the Homeowner's Association be responsible for maintenance of the <br />Iandseaped centerlisland. <br /> <br />In lieu of no alternative or second access to the neighborhood, the developer has agreed to provide <br />an easement extending south from the cul-de-sac bubble to intersect with the trail easement within <br />the power line e~ement to the south. These combined use of these easements can provide an <br />alternate access tc~ 153rd Avenue N.W. in an emergency situation. To facilitate movement of the <br />larger public serbice and emergency vehilcles within these easements if necessary, Staff is <br />recommending that a 9 foot wide bituminous path be constructed in the easement running south off <br />the bubble and w~st to 153rd Avenue. It is also recommended that the developer pave the trail to <br />the east to connect with the existing trail system. The developer would be reimbursed for trail <br />construction runn~[ g east to connect with the existing trail system at a rate of $6.00 per foot. <br />Park dedication v~ill be affirmed by the Park Commission on December 14, 1995 in accordance <br />with the May 9, 1989 Nortlffork Park Dedication Agreement. <br /> <br />The Grading and <br />existing trees and <br /> <br />~.rosion Control Plan needs to be modified to identify measures taken to protect <br /> planting of one 2-inch diameter tree in the front yard of every lot. <br /> <br /> <br />
