I <br />I <br />I <br />I <br />I <br /> <br /> PR <br />PARKING Al <br /> <br />CASE <br /> <br />DPOSED AMENDMENT TO CITY CODE CHAPTER 9: <br />~ID STORING VEHICLES AND EQUIPMENT IN RESIDENTIAL <br /> DISTRICTS <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />As you recall, City Council requested that the Planning Commission draft an amendment to City <br />Code that would!establish some criteria or provisions to allow persons to park and store their <br />commercial vehic!es and/or equipment at their homes while maintaining the residential integrity of a <br />neighborhood. <br /> <br />Notification: <br /> <br />Any resident whc~ has attended any of the City Council or Planning Commission meetings, or <br />written to the Ci~ on this subject, was notified of this case being on the Council agenda. <br /> <br />Observations: <br /> <br />The Planning C0~mmission met with concemed residents on two occassions and drafted the <br />following langua~: <br />A. In any ReSidential District, inside parking/storage of licensed and/or unlicensed vehicles <br /> and equipment, commercial or private, shall be permitted. <br /> <br />B. In any ReSidential District, no outside parking/storage of any motor vehicle or equipment <br /> shall be pe[rmitted, EXCEPT as follows: <br /> [ <br /> 1. Ctirrently licensed motor vehicles and one unlicensed motor vehicle, the primary <br /> pu~'pose of which is for residential/private transportation use or <br /> personal/recreational use may be stored outside provided they are parked on a <br /> surface that consists of either bituminous pavement, concrete, con bit or prepared <br /> gr~.'vel or another equivalent surface material that has received the prior approval of <br /> thd~ City Administrator or his/her designee. <br /> <br /> 2. F_.q~ipment, the primary purpose of which is for residential/private u'ansportation <br /> us~ or personal/recreational use, may be parked/stored outside. <br /> <br />COmmercial <br />sh~ <br />roi <br /> <br />(a) <br /> <br /> use motor vehicles and equipment may be parked/stored outside for <br />m-term periods when rendering a service such as loading or unloading or on a <br />tine or regular basis for long terms under the following conditions: <br /> <br />The vehicles and/or equipment shall be screened to a degree of 75% opacity, <br />as determined by the City Administrator or his/her designee, from adjacent <br />parcels, public property or rights of way. <br /> <br />The vehicles and/or equipment shall be parked/stored only on the side yard <br />or rear yard of the subject property and said items shall be parked/stored <br />only on a bituminous paved, concrete, con bit or prepared gravel or another <br />equivalent surface material that has received the prior approval of the City <br />Administrator or his/her designee. <br /> <br /> <br />
