Schroeder, City Administrator <br /> <br />Background:~ <br /> <br />On Novemberl 20, 1995, Council interviewed four finalists for the position of <br />Administrative Services Manager. Council authorized the City Administrator to offer the <br />position to Lind~. Waite Smith within the advertised wage parameters. This offer was made <br />and Linda acceoted the position. Her projected start date is December 18, 1995, although <br />she is attending, the DrugtCDL and Labor Management Committee trainings which occur <br />prior to this date. <br /> <br />Pursuant to the iexisting job description, Linda will be the Human Resources professional <br />on staff with alllmanner of duties related to that. Upon her arrival, she will have a backlog <br />of duties which iwill need to receive some level of priority. These are: PerformanCe Evaluations <br /> Training p~ogram review and budget <br /> Drag Testing and Evaluation <br /> Newslette~ (Ramsey Resident and Employee) <br /> Labor Manhgement Committee <br /> Business Licensing Review <br /> Labor NegOtiations Team <br /> Personal S~'xvices Budget Monitoring <br /> ADA Comi~liance <br /> Comparable Worth Compliance <br /> Aff'lnnativ~ Action Compliance <br /> Safety Mafiual/Committee <br /> Spring Ev~.nts (Pet Clinic) <br /> Engineerin~,jPp. blie Works Organizational Evaluation <br /> Organizaticnal Development Isaug~ <br /> Internal C~ntrols <br /> <br />Many of the abpve are long term projects such as compliance issues and will not require <br />much more thaa ensuring familiarization with the issue. Other projects are in the area of <br />monitoring otheks such as ensuring that the year end performance evaluations occur. <br /> <br />There has been ~an ongoing frustration on the part of many that our current structure within <br />Engineering and, Public Works is not as effective and efficient as it could be; This could be <br />due to time limitations on the part of the Department Head due to our development activity. <br />It could be because the Department needs a greater dedication of administrative support. It <br />also could be thgt the current divisions within the department need to be reviewed. Given <br />Linda's background and experience with similar situations, her arrival here presents a <br />wonderful opp .cgtunity to take a fresh look at the whole area.
