As budgets ar~ approved for 1996, we have a number of construction projects which must be designed a0d completed as early as possible in 1996. To achieve th.is goal, the City should select eind retain engineering consultants as soon as possible to allow for design, permitting andlbidding at the earliest opportunity. Listed below are several projects which are aniticpated:I Wetland #114~ Mitigation for Filling Associated with Sunwood Drive You will recallithat earlier this spring, the DNR had informed the City that it would allow the filling of aiportion of Wetland #114P for the crossing of Sunwood Drive subject to mitigation. 'fie are recently in receipt of a letter from DNR defining an acceptable mitigation pr.oj~t which would consist of an earthen dike being placed across Wetland #114 at two logafions; approximately 400 and 1,000 feet west of the current terminus of Sunwood Driv'~e in Wood Pond Hills. Because Barbarossa & Sons is currently finishing sanitary sewer ~nstallation within this wetland, the construction of such a berm could easily be incorporated into their final restoration work within the wetland. John Oliver, Inc. has been the engin~r involved on the school sewer and water extension project and would be the logical ch~ce~ of engineers to design, stake and supervise construction of the mitigation improvements.i In addition to the above, services require receiving necessary approval from Anoka Qounty which has jurisdiction of County Ditch #43 which runs through Wetland #114~. I anticipate having a proposal outlining the scope and cost of this work by the time of the ineeting. Extens~.on of Sunwood Drive from C.R. #56 to C.R. #116 and Sanitary Sewer and Watermain to ~ervi~ AEC Energy Park ' The City has nade a commitment to AEC' to service their new facility and adjoining business park with sanitary sewer and water by the fall of 1996. The City selected Hakanson Anderson Associates, Inc. to provide these services and due to the need for service to sever al commercial development located along the proposed route to the business park, a porfior of the sewer and water facilities were constructed in 1995. Because Hakanson And~ :rson is under contract to complete the sewer and water mains to be routed to AEC, they a~ the logical choice to complete the engineering of Sunw°od Drive, beneath which these utilities will be placed. Additionally, Good Value Homes has purchased the 80-acre parcel ]lorth of AEC on C.R. gl 16 and will be developing a 160-lot subdivision. They will be requesting the extension of sewer and water from the AEC Business Park. The extension, f sewer and water to this site would be an efficient extension of the sewer and water wor~ to be installed in Sunwood Drive. Attached to this case is a proposal from Hakanson And~erson to do this work for a not-to-exceed cost of $24,800 for basic engineering services and an estimated budget of $28,500 for surveying and inspection services.
