I I I I I I I I I I I I I I I I I I I CASE # ADOPT iORDINANCE AMENDING SUBDIVISION ORDINANCE TO REQUIRE IMPACT FEES FOR ARTERIAL STREETS By: Jessie Hart, Finance Hart and Bill Goodrich, City Attorney Background: On May 23, 11995, the Road and Bridge Committee presented a recommendation to implement a tt~msportation impact fee for developers. The City Council approved the recommendati~bn. This fee would be utilized to offset costs for arterial street improvements including ac~sses and signalization where necessary that were caused by new development. ~The fee structure was adopted at that May 23 meeting; however, there was not an ordinanbe in place that would allow such a fee. [ On November~ 14, 1995, City Attorney Goodrich presented an ordinance establishing a development~ assessment fee on all new subdivisions. Council introduced such ordinance at that time. Mr. Goodrich also disseminated a memorandum (enclosed) to Council that noted a resolulion that would be presented at this evening's meeting entitled "Resolution establishing a building permit fee for all non-residential building permits and certain residential buil.ding permits issued within the City of Ramsey". The memo also stated that the ordinance la ad resolution would be more thoroughly reviewed by the Road and Bridge Committee. Since it has been some time since spring when this subject was initially discussed, I a~n including the case cover sheets from April 25, 1995 and May 23, 1995 Road and Brid ge Committee meetings. The minutes reflect the basis for the impact fees need and amo~ hts. All the information is included with this case for further review and both the ordina~nee and resolution are being presented to Council for formal adoption. Council Action: Motion to rec;mmend Council adopt Ordinance g95-XX estab~shing a developmental assessment feeion all new subdivisions. ~ Motion to reco end Council adopt Resolution g95-11Z,t ~' establishing a building permit fee for all non-i:residential building permits and certain residential building permits issued within the City,of Ramsey.
