! <br />! <br /> <br /> Case //9: i Joint Ramsey/Anoka Council Meeting <br /> <br />City AdminiStrator Schroeder stated that for many years the two Cities of Anoka and <br />Ramsey havelbeen discussing the possible connection of McKinley Street at our mutual <br />border in the i~ndustrial area. He noted documents that detail that Anoka is concerned about <br />traffic congestion on Thurston Avenue, McKinley Street and at the T.H. #10 and the Vo- <br />Tech frontage~road at Thurston Avenue prior to any connection of McK/.nley Street between <br />Ramsey and J~noka. The Anoka study has suggested that traffic congestion may well <br />increase as a ~result of a McKinley Street connection to Ramsey as our industrial parks <br />continue to d~velop. Mr. Schroeder continued that Anoka is also concerned about several <br />other traffic i~sues within their community with contributors from outside of town - the <br />Ferry Street Hridge and the Main/169 intersection. The Anoka Council and Staff persons <br />are interested in meeting on Ramsey's transportation needs and the McKinley Street <br />connection;'h~wever, they are concerned that if reconstruction of downstream intersections <br />is necessitated or moved to an earlier time frame, Anoka will be left with the bill. They are <br />also concerned about the platting of our industrial property and proposed building <br />standards as ~ell. <br /> <br />Anoka City Manager Mark Nagel was present and suggested some meeting dates for a joint <br />Council/Staff haeeting. <br /> <br />A date will be~seleeted for a joint Ramsey/Anoka Council meeting. <br /> <br />Case #10: I Amendment to Tax Exempt Note . Grosslein <br /> <br />City Adminis,/rator Schroeder stated that in 1979, the City of Ramsey issued a tax-exempt <br />revenue note for an expansion of Grosslein Beverages. The City was asked to allow for <br />the extensior~ of this note for an additional five-year term beyond the initial 1/1/95 <br />expiration. <br /> <br />Motion by C~buncilmember Beyer and seconded by Councilmember Beahen to adopt <br />Resolution .~5-05-109 approving amendment to Tax-exempt Note (upon favorable <br />Attorney reviaw). <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, PeterSon <br />and Zimmerrdan. Voting No: None. <br /> <br />Case #11: i Report fi'om Road and Bridge Committee <br /> <br />City Engineer~Jankowski gave a status report on Sunwood Drive. He stated that the Road <br />and Bridge Cc~.'mmittee met earlier and discussed Sunwood Drive and are recommending we <br />accept the proposal from the Department of Natural Resources which is an alternative <br />crossing treaLJ~ent for the two wetlands involved which consist of filling in a causeway <br />halfway acroa, s each of the wetlands and spanning the final 100 feet with a low-profile <br />bridge, and to ktirect the consultants to proceed using the bridge concept. <br /> <br />Mayor Hardin!inquired if there is any chance a change in the wetland would impact us. <br />Mr. Jankows~ replied that a change would be with the Wetland Conservation Act but there <br />is not much c~ange anticipated. <br /> <br />City Council/May 23, 1995 <br /> Page 12 of 18 <br /> <br /> <br />
