#1191 Planning and Zoning Department Zoning Administrator Frotik stated that the Planning and Zoning budget increased somewhat. She requested $800 for a file cabinet for plat fries but she is withdrawing it. She may be able to use one from the Finance Department and also she will be archiving some of the old plats. #4520 Park and Recreation Finance Officer Hart explained the request for a pm-time park worker who would be allocated :between parks and recreation and water and sewer. Parks/Utilities Supervisor Boos stated that the request for personnel remains about the same. He presented an option evaluation which includes staffing plans. He talked about the' temporary employees the department had gone through. Councilmember Zimmerman inquired if there is enough work in the wintertime to warrant more personnel to which Mr. Boos replied yes and explained what tasks are done in that season. Councilmember Zimmerman then inquired how Ramsey compares to Anoka in this department to which Mr. Boos replied that Anoka has three full-time employees per capita and Ramsey has one per 4,700. He added that the Cities of Andover and Chanhassan are similar to Ramsey personnel/per capita wise. Mr. Boos continued to summarize the vehicles including repair and maintenance and talked about the benefits of ~aining. He touched on the costs of herbicide treatments at Central and River's Bend Parks as well as rest room facilities. He reported that the "mega mower" is working out very well and mentioned buying a turf aerator. The park north of the landfill was discussed along with what may have to be done with it (getting rid of weeds, grading, etc.) Discussion ensued relating to Mr. Boos' request for reimbursement pertaining to his cellular phone. Councilmembers Beyer and Zimmerman suggested that Public Works Supervisor Mevissen have a cellular phone also. Councilmember Beyer felt that Mr. Mevissen would have a greater use for a cellular phone than Mr. Boos as the Parks have newer equipment than the public works department. #4525 Community Programs Mr. Boos explained that the $1,000 requested for Arbor Events/Environmental Expo is in the case that the Tree Committee doesn't want to do it again. Finance Officer Hart reported that the mount for community Education increased slightly - that is for Anoka-Hennepin. The City has not received any direct requests for the Elk River community education. #5612 Environmental Services Parks/Ufilites Supervisor Boos pointed out that the amounts requested for environmental services is about the same as 1995 with a slight increase of $100 in operating supplies. He pointed out the request for ~ree certification and the dues requested. City Administrator Schroeder stated that in April 1994, City Council passed a five-year staffing plan. It stated that the pm-time Environmental Services position would.be eliminated for a full- time position in the Parks Department in 1996. That has an impact upon an existing position. No discussion relating to this issue has taken place since that time. Mr. Schroeder reported that he and Mr. Boos had a discussion with Environmental Specialist Brace Bacon.
