I <br />,i <br /> I <br /> <br /> ! <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> <br /> I <br /> I <br /> I <br /> <br /> Councilmembe[' Zimmerman stated that when he was on the Planning Commission, the <br /> Commission reCommended, as did Mr. Dusbabek, that Bison continue all the way through. <br /> <br /> Mr. Dusbabek ~tated it was determined seven years ago that it would be a cul-de-sac. <br /> <br /> Councilmembe~ Zimmerman stated that the Planning Commission recommended it go <br /> through, the Ci[y Council recommended it be a temporary cul-de-sac. <br /> <br /> Mr. Dusbabek Stated that City Council did not make a determinate. <br /> <br /> Mayor Hardin ~tated that the Council would have had to approve the plat. <br /> <br /> Mr. Dusbabek ireponed that it's as platted - it's recorded at the court house. <br /> <br /> Mr. Schroederistated that Bison Street is not platted all the way through Trott Brook. In <br /> order to pave Gat project, someone would have to acquire 300 feet of right-of-way. Ifs a <br /> fairly wooded ~ea and the property owners are not impressed with doing that. He felt that <br /> doing the stree[ all at once, you would never get it done and commented that doing it in <br /> pieces is getting it started anyway. <br /> Mr. Dusbabekistated that staff said it never would take place if done all at once. He <br /> questioned thatistatement and felt that it would work better the other way. <br /> Councilmembe?_ Zimmerman asked Mr. Dusbabek what his recommendation would be. <br /> <br />Mr. Dusbabek ~tated that he would like the double standard eliminated. Close off 171st or <br />open up Bison ~treet. Connect it up as a din road. This "wait and see attitude" is not fair <br />to us. He statdd he is not saying to eliminate traffic - just have another way for traffic to <br />proceed south. IHe suggested if 171st is closed off, he would pay for a segment of Bison <br />Street to be paV~e.d. Another alternative would be to connect it as a bike path. He reminded <br />Council that helhad also asked for a "watch for children" sign but his request was denied <br />by the City Enl/ineer. He pointed out that there are two "watch for pedestrian" signs down <br />by LeTournea~ Super Value. He asked that Council be sensitive to him and that he also <br />feels that Mr. $chroeder and Mr. Jankowski will say that 98 cars is acceptable when it <br />· comes to the tr{fffic study. This is a situation with the developers and the owners. There is <br />no one from otff. neighborhood who will benefit from this. . ~ ' <br /> <br /> Larry Mattson,1171st Lane N.W., Ramsey, thanked Council for considering this project <br /> and for taking ~.~?is amount of time to discuss it. 'We would really appreciate that road <br /> paved." He understood concerns but felt it would improve everyone's property value. He <br /> has talked withlRealtors who have stated that a paved road would enhance the appearance <br /> of one's prope ,r~y and increase the property value enough to cover the assessment. "Thank <br /> you for considiring this, it's been a source of distress for years and, yes, we paid that <br /> $9,000 - it cam6 off the top." <br /> <br />Motion carried~ Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman and <br />.Beahen.
