A resident commented that when there is no snow on the side of the road, the grass gets <br />ruined. <br /> <br />Another resident stated that riding on the roads is a safety issue. They should be running <br />on the fight-of-way or it should be a combination of both. <br /> <br />Councilmember Peterson stated that in the ordinance, in the urban area (River's Bend, <br />Flintwood Hills, etc.) snowmobilers are restricted to street only. There has been some <br />discussion about making that City-wide. <br /> <br />Police Chief Auspos stated that County Road #116, Sunfish Lake and Highway #47 is in <br />the jurisdiction of the State law - snowmobilers are able to ride only in the bottom of the <br />ditch. In the MUSA, snowmobilers can ride only on the main portion of the street - no <br />boulevards, ditches, etc. <br /> <br />A resident inquired why in River's Bend, etc., riding is restricted to streets and not to <br />boulevards. <br /> <br />Chief Auspos responded it's because of denser homes and City lots. <br /> <br />The resident remarked "basically they do not want their yards wrecked". He added that this <br />is a problem on County Road #5, <br /> <br />Chief Auspos replied that the City cannot prohibit riding in the ditches on County Roads. <br /> <br />Another resident commented there are no ditches in River's Bend. <br /> <br />A resident felt that River's Bend is not any different than County Road #5. <br /> <br />Councilmember Peterson stated we can control City streets. He then inquired if we did ban <br />snowmobiles, could they still ride on state and county road ditches. <br /> <br />Chief Auspos answered that the City may ban tiding from City roads in their jurisdiction <br />providing it is not against State laws of allowing riding in ditches and outside slopes, etc. <br />If there are no ditches, that it would be banned. <br /> <br />Bob Peterson from the Snowmobile Club informed all presen£ that he was hosting a <br />meeting at his house on September 16 to discuss a snowmobile trail system. <br /> <br />A resident stated that she does not mind allowing riding on the side of the road but she is <br />irritated with the fact that they ride across her yard. <br /> <br />A resident stated that she asked the City of Ramsey to help her pay for some grass or sod. <br />The City refused. She wondered if the County might help her out with this.. <br /> <br />Getting back to "banning" snowmobiling, a resident inquired if riding in Ramsey is <br />banned, is it still possible to fide on County Road #5. <br /> <br />Councilmember Peterson replied yes, providing the riding is done on the ditch bottom. <br /> <br />Chief Auspos stated that the City has no control over County or State roads. <br /> <br />Councilrnember Peterson stated he is not ready to ban snowmobiles from the City of <br />Ramsey. We are going to have to do something about enforcement.
