When you attack the owner of the machine, it <br />makes it somewhat easier for us to enforce. If the owner is cited repeatedly, they will <br />become tired of someone riding/driving their snowmobiles and violating the laws. <br /> <br />A resident suggested that most of the people in this room would support not running in <br />someone's yarc~. I would not have a problem with an ordinance like that. He agreed with <br />tagging violato.l's. <br /> <br />Another reside6t stated there are a lot of safety concerns and damage caused, ff we have a <br />trail system, al~ that would be alleviated. He asked why an ordinance couldn't be rewritten <br />to state that thee has to be 4 to 5 inches of snow before anyone can go out riding. <br /> <br />Discussion en~ued regarding the damage that is caused to the ground/grass before the <br />ground is totall~ frozen. <br /> r <br />A resident statekt that riders who want to keep this a safe activity should turn in the people <br />who they see 4olate the rules. They should be working in conjunction with the City and <br />the snowmobilb clubs. <br /> <br />Chief Auspos asked the residents if they would really be willing to mm someone it. He <br />reminded themlthat he cannot take that person to court unless the one who turned them in is <br />willing to com~ to court and witness. <br /> ? <br /> <br />A resident resPOnded he would be willing to do that. If we do not, we will have to give up <br />all snowmobiling rights. He inquired about a number to call with names and locations. <br /> <br />Chief Auspos i~formed him that it's okay to call 911. <br /> <br />A resident statad she chases kids out of her yard and that there should be more people out <br />there with the ~ts to do that. <br /> <br />A resident suggested in.the next newsletter, take a survey regarding problem areas. Have <br />the City set up ~. system where they could flag off the coruer areas. He felt that a lot of the <br />problems woullt be solved. If the property lines are not defined, the abuse takes place. <br /> <br />Another residents commented on the bicycle and walking trails in Ramsey and suggested <br />that they could!be used for snowmobiles in the winter. <br /> <br />Councilmembe~t Peterson stated that at the present time, the City's wails are all non- <br />motorized. <br /> <br />Bob Peterson 8rated he is going to be meeting with the Park and Recreation Commission <br />regarding trails~. <br /> <br />Several residents supported the flagging idea and felt that identifying areas would help <br />eliminate violations. <br /> <br /> r Snowmobile Committee/August 28, 1995 <br /> Page5 of 7 ~'~ <br /> <br /> <br />
