Voting No: None. <br /> <br />Case #3: Request for Site Plan Approval; Case of Command Corporation <br /> <br />Zoning AdminiStrator Frolik stated that Smith Architects has been contracted by Command <br />Corporation to ~esign an office and manufacturing facility for them on Lot 2, Block 1, <br />Business Park ~5. The property is located in the northwest corner of the intersection of <br />McKinley Street and Sunfish Lake Boulevard N.W. The site will have two hccesses onto <br />McKinley Street. The building is proposed to be 53,000 square feet in size; 10,000 square <br />feet of office sp, ace and 43,000 square feet of warehouse and manufacturing. The exterior <br />facing finish oh the building is proposed to be a combination of glass curtain walls, <br />decorative and ~stanclard concrete block. She reported that City Code requirements for lot <br />coverage, setbacks, architeena'al standards, landscaping, waste storage, and paved and <br />curbed off-stre~t customer/employee parking spaces and loading areas are met. Staff is <br />recommending ~at the landscaped areas be developed with irrigation systems and that any <br />mechanical uni~ on the roof be screened or color-matched to the roof. The Planning <br />Commission eI~u'ified that City Code does not require this; however, Mr. Meyer of Smith <br />Architects res nded these are not <br /> . p~ that suggestions a problem. At drainage.plan, acceptable <br />to the C~ty, ha~ been submitted; however, it must also be'~eviewed by the Anoka County <br />Highway Depat3rnent and also a .pe .rmit must be obtained from the Lower Rum River Water <br />Management O~'ganization. <br /> <br />Motion by Cou~eilmember Zimmerman and seconded by Couneilmember Beyer to approve <br />the proposed site plan for Command Corporation on Lot 2, Block 1, Business Park 95, <br />contingent upoO compliance with the City Staff review letter dated August 31, 1995 and <br />also upon recei~ng a permit from the Lower Rum River Water Management Organization. <br /> <br />Motion carried~ Voting Yes: Mayor Hardin, Councilmembers Zimmerrnan, Beyer, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case #4: Modification to Structure Design for Anchor's Away Facility; <br /> Case of Jeffrey Deal <br /> <br />Mayor Hardin announced he would abstain from discussion and voting. <br /> <br />Zoning AdminiStrator Frolik stated that Council granted site plan fipproval to the Anchor's <br />Away facility [b be developed on Lots 2 and 3 of Deal Industrial Park. LOt 2 was to be <br />developed in 1995 as Phase 1 and Lot 3 was to be developed in 1996 as Phase 2. The <br />approved facility on Lot 2 consisted of a 28,000 square foot structure to be finished in <br />wood siding, iSubsequent to site plan approval, the applicant has made some design <br />modifications t~ the building on LOt 2 and the overall size of the facility has decreased from <br />28,000 square ~eet to 17,752 square feet. In order to meet building code regulations for a <br />f'n'e wall between the boat storage area and the other services offered on the site, the south <br />wall of the stor4tge area will be constructed of concrete block. The wash, lube, detail and <br />retail portions Of the facility will also be constructed of concrete block. Due to time <br />constraints andithe pending winter season, the applicant is proposing that the development <br />of Lot 2 may h~tve to occur in two phases: boat storage in 1995 and service center in 1996. <br />This schedule ~ay push out development of Lot 3 to 1998 as Phase 3. <br /> <br />Councilmember Zimmerman stated he was hoping some of the concrete block would be <br />facing Highway/gl0. <br /> <br />City Council/September 12, 1995 <br /> Page7 of 13 <br /> <br /> <br />
