The low bid <br />was from Bonine which is still higher than the estimate and higher than the <br /> <br />feasibility rep.art. The reason for the higher price is due to the high water table. He <br />recommended ~twarding the bid because the bids were all quite competitive. He asked that <br />the bid be awarded contingent upon receipt of the easements. We have one executed and <br />have reached agreement with the other parties but we do not have the easements signed. <br />Motion by Col~ncilmember Beyer and seconded by Councilmember Peterson to adopt <br />Resolution g95~09-210 receiving bids and awarding contract for Improvement Project g95- <br />18 (the construction of watermain and sanitary sewer to service River/47 Plaza Addition) <br />contingent upo~ the City Attorney reviewing and approving the bid in excess of 25% of the <br />estimate and contingent upon obtaining the necessary easements. <br /> <br />Motion carded'~ Voting Yes: Mayor Hardin, Councilmembers Beyer, Peterson, Beahen <br />and Zimmerm~. Voting No: None. <br /> <br />Case //9: Follow Up to Construction Work Hours Issue <br /> <br />Zoning Administrator Frolik stated that Council was given the opportunity to amend the <br /> <br />construction w. <br />only one coml: <br />who submitte~ <br />signatures in st <br />Frolik dissemit <br />Skyway Qualil <br />Ramsey Eleme <br /> <br />:~rk hours based on a complaint. The Council declined becaUse there was <br />faint, plus the fact that the consmaction period is short. Mr. Juskiewicz, <br /> the initial complaint, has now visited 42 households and has gotten <br />Ipport of changing the construction work hours to begin at 7:00 a.m. Ms. <br />,ated two handouts - one, a memo regarding a call from Rob Schimanski of <br />y Homes, and one from Craig Kronholm, Construction Manager for the <br />atary School Project, both in opposition to the change. <br /> <br />Councilmembe~' Beyer stated she would have a problem changing the time because the <br />complaint was tlue to the school construction and by the time this change would take effect, <br />the school construction would be nearly finished. She still felt the change was for one <br />person and is npt justified. <br /> <br />Mayor Hardin fx~mmented that it looks as though most of the surrounding communities <br />have a 7:00 a.oa. start time and felt that leaving the start time at 6:00 a.m. does not make <br />Ramsey any m~re competitive. <br />Councilmembek Beyer stated that construction weather is only temporary and that the City <br />should consider the construction workers in the hot summer too. "We have to allow them <br />the ability to g~.t their hours in.
