By:

WARD SYSTEM PROPOSAL
Ryan Schroeder, City Administrator

Case# 4

In March, the Charter Commission met to discuss precinct liaison meetings. During the discussion
the Commission briery talked to the issue of ward systems for elections versus the current at large
system. When the precinct liaison issue got to the Council table it was suggested that the Charter
Commission review'Ithe issue of an electoral system on the ward and precinct basis versus an at
large system. Whilelthere was not a position taken by the Council for or against either of the two
systems, it was suggested that this issue is certainly within the purview of the Charter Commission
and should be addreS~sed by this Commission.

I have received, from the League of Minnesota Cities, a list of Cities operating under the Home
Rule Charter System including those elected by wards as well as those elected with at large
systems. You will note that the information I have received appears to be quite old in that it talks
of populations from ~960. However, it's reasonable to assume that there have not been wholesale
changes in thc format from those the municipalities were currently using at this time.

Commission Action:

Based on discussion.

Reviewed bY:

City Administrator

Charter: 6/17/93
