By: <br /> <br /> WARD SYSTEM PROPOSAL <br />Ryan Schroeder, City Administrator <br /> <br />Case# 4 <br /> <br />In March, the Charter Commission met to discuss precinct liaison meetings. During the discussion <br />the Commission briery talked to the issue of ward systems for elections versus the current at large <br />system. When the precinct liaison issue got to the Council table it was suggested that the Charter <br />Commission review'Ithe issue of an electoral system on the ward and precinct basis versus an at <br />large system. Whilelthere was not a position taken by the Council for or against either of the two <br />systems, it was suggested that this issue is certainly within the purview of the Charter Commission <br />and should be addreS~sed by this Commission. <br /> <br />I have received, from the League of Minnesota Cities, a list of Cities operating under the Home <br />Rule Charter System including those elected by wards as well as those elected with at large <br />systems. You will note that the information I have received appears to be quite old in that it talks <br />of populations from ~960.
