CHARTER COMMISSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br /> The Ramsey City Charter conducted a regular meeting on Thursday, November 17, 1994, <br /> at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: Chairperson Bernie Steffen <br /> Commissioner Dennis Donovan <br /> Commissioner Keith Keifer <br /> Commissioner Judy Marn <br /> Commissioner Rodney Nelson <br /> Commissioner Virginia Spain-Brist (arrived 7:37 p.m.) <br /> <br />Members Absent: Commissioner John Goode <br /> Commissioner Richard Netzloff <br /> Commissioner Jay Swokowski <br /> <br />Also Present: City Administrator Ryan Schroeder <br />CALL TO ORDER <br /> <br />Chairperson Steffen called the regular meeting of the Charter Commission to order at 7:31 <br />p.m. <br /> <br /> CITIZEN INPUT <br /> <br />Kristina Kiefer, daughter of Commissioner Keith Kiefer, stated she is attending this <br />Charter meeting as a part of a Civics project she is doing for school. <br /> <br />APPROVE MINUTES <br /> <br />Motion by Commissioner Donovan and seconded by Commissioner Nelson to approve the <br />following Charter Commission meeting minutes: <br /> <br />1) Charter Commission meeting minutes dated July 21, 1994. <br /> <br />Motion carded. Voting Yes: Chairperson Steffen, Commissioners Donovan, Nelson, <br />Keifer and Marn. Voting No: None. Absent: Commissioners Goode, Netzloff, Spain- <br />Brist and Swokowski. <br /> <br />APPROVE AGENDA <br /> <br />Consensus was to approve the agenda as presented. <br /> <br />COMMISSION BUSINESS <br /> <br />Case #1: Electoral Process <br /> <br />Chairperson Steffen commented that the election figures furnished by Mr. Schroeder <br />indicate that with the increased number of candidates, the percent needed to get elected is <br />going down.
