Case #2: Review Voting Results <br /> <br />City AdministratOr Schroeder noted that the percentages shown on the case sheet mean the <br />percent of blanklvotes related to the maximum total of votes. For the City Council, 19 <br />percent of the total ballots had blanks. He suggested that in this election (local), people <br />basically didn't l~a~ ow anyone or any issues and felt the incumbent was doing okay, so they <br />voted for that o,ae and no one else. He continued that no one really knew the County <br />Attorney so left/hat blank too. He expressed surprise at the number of blank votes for the <br />County Commisgioner. Mr. Schroeder stated it appeared that the people tended to vote <br />more for Mayor than Council. <br /> <br />Mayor Hardin thOught part of this is the fact that voters did not have enough exposure to <br />candidates to even know who to vote for. He felt it is up to the League of Women Voters <br />or the City to try lo get the word out. <br /> <br />Mr. Schroeder stated that if Charter agrees that the City or the League should assist in <br />making the candidates familiar to the voters,, then it would be valuable to make that <br />statement because he did not know if the Council who sat in 1994 strongly agrees with that <br />or not. <br /> <br />Mayor Hardin informed the Charter that Mr. Schroeder asked about having a forum at the <br />Council and he (!flardin) felt he should not give an answer because he was a candidate but <br />there were three members of Council not running for re-election. <br /> <br />Mr. Schroeder commented that maybe he should have asked the question prior to the filing <br />for office. <br /> <br />Mayor Hardin rei(terated there was so tittle exposure for the candidates. <br /> <br />Chairperson Steffen suggested that maybe the City ought to put an effort into getting the <br />exposure for the candidates. <br /> <br />Commissioner G0ode asked if that action needed direction from Council. <br /> <br />Mr. Schroeder stetted he takes his direction from Council. At that particular meeting Staff <br />was directed to "~Stay out of it". He stated he feels differendy about that - he feels people <br />should be informed. <br /> <br />Mayor Hardin stated that because there were so many candidates, the League of Women <br />Voters decided to use television interviews versus a forum. <br /> <br />Chairperson Steffen stated there is a chance a lot of people did not see the interview. <br /> <br />The Charter requested that Staff compile everything they have presented to the Commission <br />with regard to elations and re-distribute the entire packet to the members. <br /> <br />Case #3: Review Section 12.5 of City Charter; Sales of Real Property <br /> <br />City AdministratOr Schroeder stated that in the Charter, it is written that before the City can <br />sell any propertyi it has to go through the ordinance process. Such process is as follows: <br />the ordinance is iittroduced at a Council meeting, adopted at the next Council meeting (two <br />weeks later) and!published the following Friday. This ordinance becomes effective 30 <br />days after public~ttion. Mr. Schroeder felt that this is a valuable process as it offers more <br />protection to th{5 people. However, recenfly, the Ci.'ty has been acquiring land for the <br /> <br />Charter Commission/January 19, 1995 <br /> <br /> <br />
