Mr. Jankowski stated that maintenance is the kind of thing you want to do prior to having a
problem.

Scott Simpson, 15952 Nowthen Boulevard N.W., Ramsey, stated he is adjacent to Xenon
Street and he has a real problem being assessed for this project because his driveway is not
on that street. 'He stated that the road is six years old and it's been sealcoated once. He
suggested the road is in beautiful condition, people are roller blading on it. He stated there
are no cracks in the road and inquired how to get off the list of being assessed for it. He
realizes that he ~eannot change the placement of the road but, in his opinion he never uses it
and should not be assessed for it.

Mr. Jankowsld stated that the road was built in 1990 and has never been sealed. There are
cracks in the road - small ones - however, if they are left, they will get larger.

Mr. Simpson stated he walked the road and there are no cracks.

Mr. Jankowski Stated he has also walked the road and there are indeed cracks in it.

Mr. Simpson stated he doesn't see anything wrong with the road and wants to know why
he is being charged for it when he is next to it, not on it.

Mr. Jankowski explained that Mr. Simpson has frontage onto Nowthen Boulevard N.W.
and a side yard adjacent to the street. The Road and Bridge Committee, earlier this
evening, discussed the assessment procedure, particularly corner lots. The Committee
requested more iime to review the procedures. Whatever is decided, the assessment roles
will be decided accordingly.

Mr. Simpson again stated that he should not be assessed because he does not use the road.

Mayor Hardin closed the regular portion of the City Council meeting at 7:20 p.m. in order
to conduct the public hearings.

Public He~ring

Improvement PrOject g95-01 - Rivers Bend 1st, 2nd, and Plaza Additions

Mayor Hardin called the public hearing to order at 7:20 p.m.

Citizen Input

None

Motion by Coun¢ilmember Peterson and seconded by Councilmember Beahen to close the
public hearing.

Motion carded.
