Further discussion: Mayor Hardin inquired if Council's desire is also to change the current <br />rate being charged for licensing. Councilmember Beyer felt that it should be left as is ~for <br />this year. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen <br />and Zimmerman. Voting No: None. <br /> <br />Case #7: Contract Documents and Specifications for the Curbside <br /> Recycling Program <br /> <br />City Administrator Schroeder stated that recently, Councils authorized the extension of the <br />existing curbside recycling program contract through the end of 1995. At the same time, <br />Council directed Staff to advertise and receive bids for a new contract by the middle of <br />1995. Staff developed bid specifications and contract documents for Council's review and <br />is proposing to advertise for bids, conduct a bid opening on April 28, I995, and submit the <br />bids to Council on May 9, 1995 for approval. He noted that the contract is proposed for <br />two years and has the option of renewal for a total of two contract periods (four years) at <br />Council's discretion. The price Would be renegotiated prior to contract extension. Mr. <br />Schroeder explained that the City and the Contractor has the option of leaving the contract <br />by giving notice six months prior to the contract's expiration. He reported that this contract <br />is similar to other programs in Anoka County. <br /> <br />Councitmember Zimmerman stated he would be somewhat opposed to putting an extra four <br />years in the contract. <br /> <br />Mr. Schroeder stated this would only allow for it, it would not make an extension <br />mandatory. <br /> <br />Councilmember Beyer stated she has a problem with the contract listing two periods but <br />added she would be okay with one two-year period. <br /> <br />Mayor Hardin remarked that this is a two-year contract with the option for a two-year term <br />renewal and it may even be allowing for the opportunity for a lower bid. <br /> <br />Councilmember Beyer commented that she does not want to see one company get too <br />comfortable with having the contract. <br /> <br />Councilmember Zimmerman communicated his feeling is to go with renewing the contract <br />for one period which would be two years. <br /> <br />Councilmember Peterson remarked he would be in favor of that also. <br /> <br />Motion by Councilmember Zimmerman and seconded by Councilmember Beyer to <br />authorize Staff to advertise for bids for the curbside recycling program. and that the contract <br />period would be for two years with one additional renewal at the City s option. <br /> <br />Further discussion: Councilmember Beyer suggested adding language in the contract that <br />allows the City to see receipts for items recycled - including the dollar amounts. <br /> <br />Motion carried.
