Mr. Schroedcr reported that AFSCME has requested that thc Personnel Committee take up <br />the issue of thc organizational chart. Thc Personnel Committee also voiced thch' dcs~c to <br />discuss the chart. This will be done at the March meeting. <br /> <br />Mr. Schroeder informed the Council that the Personnel Committee ratified the action of <br />hiring PoLice Officer Gary Voit, who is expected to begin employment with the City on <br />February 27, 1995. <br /> <br />Motion by Councilmember Beyer and seconded by Councilmember Beahen to ratify such <br />action of the Personnel Committee. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beyer, Beahen, Peterson <br />and Zimmerman. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br />1) Council Workshop/Comprehensive Plan <br /> <br />Mr. Schroeder suggested that Council may wish to schedule a workshop prior to the <br />Comprehensive Plan Public Hearing. <br /> <br />Consensus of the Council was to conduct a workshop at 6:30 p.m., on Monday, March 6, <br />I995'to discuss the comprehensive plan and a second workshop at 6:30 p.m., on Monday, <br />March 13, 1995, to discuss items such as awarding engineering services contract, <br />modifying the assessment policy, etc. <br /> <br />2) Authorize Option Agreement <br /> <br />Mr. Schroeder stated that in the past, interest has been expressed in purchasing a 10.8 acre <br />parcel along Sunfish Lake Boulevard for a potential industrial user. While the proposed <br />manufacturer has not committed to a Development Agreement as yet, he asked Council to <br />authorize to option the property to ensure that the parcel is available for consideration. The <br />fee is proposed at $500. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to <br />authorize the optional agreement for Lot 1, Block 1, Ramsey 67 Industrial Park, Second <br />Addition. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, <br />Beahen and Beyer. Voting No: None. <br /> <br />3) Wendell's Property Closing <br /> <br />Mr. Schroeder informed Council that the closing for the Wendell's property was scheduled <br />for 9:00 a.m., Wednesday, February 15, 1995. <br /> <br />4) Update/City of Ramsey versus Larry Holmberg <br /> <br />City Attorney Goodrich stated that the local district court granted in part and denied in part <br />to have the Adult Bookstore business moved from its site. We were denied the motion for <br />an injunction to have the property moved. The judge was not certain studies we relied on <br />were relating to non-consumption type businesses. The owner changed the business by <br />closing the viewing booth so that made a difference to what we relied on. We will be <br />moving for a re-hearing probably in the next 30 to 60 days.
