Continuation of CITY COUNCIL WORKSHOP
CITY OF RAMSEY
ANOKA COUNTY
STATE OF MINNESOTA

The Ramsey City Council reconvened a workshop on Monday, March 13, 1995, at the
Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota.

Members Present: Mayor Glen Hardin
Councilmember Carolyn Beahen
Couneilmember Sheila Beyer
Councilmember Kenneth Peterson
Councilmember Gerald Zimmerman

Also Present:

City Administrator Ryan Schroeder
Steven Schwanke, RLK Associates, Ltd.
Bill Smith, Biko Associates
Planning Commissioner Terry Hendriksen

CALL TO ORDER

Mayor Hardin reconvened the meeting at 6:40 p.m.
COUNCIL BUSINESS:

Case #1: Review Options for Amendments to the Land Use and
Transportation Elements of the City's Comprehensive Plan

The Mayor prefaced the discussion by providing a handout including a policy statement
regarding the ir~tent of the Comprehensive Plan. Members of the Council expressed their
opinions regarding the transportation network as well as potential land uses in Ramsey
south of 153rd/i55th. Mr. Jim Martin, representing Tooth Acres, expressed concerns that
his land not be ~rezoned and that a bridge location decision be determined one way or the
other.

Council consensus on the bridge location is that the plan narrative state that a bridge could
occur between Ramsey Boulevard and Puma Street, but that the actual location not be
determined at this time. Further, that approximately at Puma Street, a T.H. #10 overpass
be depicted as an extension of Puma, C.R. gl 16 or local collector extending from C.R.
#116. Also that land uses east of Armstrong Boulevard and south of C.R. #116 generally
be guided as cc~mmercial/industrial with most of the balance of land uses being mixed
residential, single family residential or open space. Council further determined that the
park plan will b~ brought to the March 21, 1995 public hearing without amendment but for
elimination of Mississippi River crossing references.

The consultants were asked to prepare an exhibit for public hearing discussion depicting the
above general thbughts for public comment.

Motion by Councilmember Beahen and seconded by Councilmember Beyer to adjourn the
workshop.

Motion carried. Voting Yes: Mayor Hardin, Councilmembers Beahen, Beyer, Peterson
and Zimmerman.'
