Mr. Jankowski stated that the City is currently accepting proposals to look at the drainage <br />situation for thi~ southeastern portion of the City. This was done 15 years ago, but it needs <br />to be revisited.i We need a plan to be able to identify capital improvements. He reported <br />that he has ask&l for two separate projects to address what needs to be done with County <br />Ditch #3 - whal~ it can handle currently and what it can handle if it is cleaned out. <br /> <br />Ms. McKusicl~ stated that Mr. Jankowski had said within two years, he wants to clean <br />Ditch #3. She ~nquired how that would be paid for. <br /> <br />Mr. Jankowski~replied it would have to be discussed by Council. Some of the pay options <br />are assessing the drainage district, creating a drainage utility, or charging property owners <br />by mn-off genetrated. <br /> <br />Ms. McKusick ~stated their home is built where the City said the elevation should be - if the <br />water comes up into the homes, she questioned how the City will monitor the water. <br /> <br />Mr. Jankowski stated that it's quite a small amount of water to flow at one to two cubic feet <br />per second. It ~noves slowly through the culvert and when it gets to a wider area, it moves <br />even slower. The elevation change should not significantly effect the area. He felt that the <br />City should still look at improving the area. <br /> <br />Bob Arnold, 6841 - 157th Lane N.W., Ramsey, stated he refinanced his home last spring <br />and was told tliat he was in a flood area. He had the surveyors out - his foundation is <br />1/10th of a foot above the three-foot mark which is not much. He wondered if the <br />elevation was changed, if he would actually be in a flood plain. <br /> <br />Mr. Jankowski iinformed Mr. Arnold that the flood plain was established by the Federal <br />Housing Authority in 1979 and the Federal Government would have to do the study again <br />before the flood plain status would be changed. <br /> <br />Mr. Arnold stats that according to them, he is in a flood plain; he felt he was in a Catch-22 <br />situation. He i~quired where the outbuildings affected stand with regard to the Ordinary <br />High Water (OHW) and added that we should not spend money to recover buildings that <br />were built too low. <br /> <br />Mr. Jankowski stated that he did not have the elevations of the other buildings. <br /> <br />Mr. Arnold inqu~ired if the City issues permits for building to be built below OHW to which <br />Mr. Jankowski replied no. <br /> <br />Mr. Arnold then inquired if these outbuildings conform to the City's requirements. <br />Mr. Jankowski informed him that the one building is at 870.2. <br /> <br />Mr. Arnold commented that OHW is 868.2 so it's about two feet above, which is actually <br />below the three-feet minimum. <br /> <br />Mr. Jankowski agreed. <br /> <br />John Zobava, 6840 - 156th Avenue N.W., Ramsey, stated he would not want Mr. <br />Jankowski's job,. He stated this project is affecting a lot of people and wondered how <br />many of these p~ople had built in a lowland. He questioned why they were allowed to do <br />so.
