Case #2: Adopt Proposed Ordinance Rezoning Certain Property from R- 3 Urban Residential to R-1 Urban Residential; Case of Gary Gorham City Administrator Schroeder stated that, at the last meeting, Council introduced an ordinance rez6ning the proposed plat of Willow Ridge to R-1 Urban Residential. This same ordinance is being presented for adoption. Motion by CoU~cilmember Zimmerman and seconded by Councilmember Beahen to adopt Ordinance g95~07 rezoning the proposed plat of Willow Ridge to R-1 Urban Residential. Motion earried.i Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beahen, Beyer and Peterson. ¥oting No: None. Case #3: Introduce Adult Use Ordinance City Administrator Schroeder informed Council that the City Attorney and Police Chief have asked tha~ the introduction of the proposed adult use ordinance be tabled due to the City Attorney coming across some additional case law information. COuncilmember Peterson asked that tattoo parlors be included in the discussion of adult uses also. Motion by Coutlcilmember Zimmerman and seconded by Councilmember Beyer to table the introduction of ihe proposed adult use ordinance until the City Attorney and Police Chief bring it back for- action. Motion carried. Voting Yes: Mayor Hardin, Councilmembers Zimmerman, Beyer, Beahen and Peterson. Voting No: None. Case #4: Amendment to Utility Permit for Anoka Municipal Utility Company for the Installation of Utility Lines City Engineer Jankowski stated that, at the November 7, 1994 meeting, the City Council approved a util~ity agreement with Anoka Municipal Utility to install electric power transmission lines from the United Power Association line, located north of 153rd Avenue N.W., to a newisubstafion which is to be constructed north of the Burlington Northern Railroad right-of-way on the Ramsey-Anoka boundary. When the agreement was approved, threeipotential routes were considered for the transmission lines. Alternate 3 was selected for this alignment as it would have the least impact to residential neighborhoods. ~Mr. Jankowski explained that since November, discussions have taken place between Anoka and Ramsey City Staff which have resulted in consideration of a modified alignment. He noted a letter from Mr. Mark Nagel, City Manager of Anoka, which summari::es the advantages of the new alignment. His letter requests that this alternative be a~ded as an alternatige transmission line alignment. The alignment is described as loll ~ws: along the west 80 feet of the landfill property commencing at 153rd AVenue N.W., tl ten south'along the east side of the center line of Sections 22, 27 and 34, to the Burlingtor. Northern Railway, then southeasterly along the north side of the railway. Mr. Nagel's lett~:r indicated that Waste Management, which owns major portions of the property which ~e transmission like will cross, prefers Alternate 4 over Alternate 3, if it can be worked out that way. Anoka Electric Utilities would like to begin land acquisition proceedings andihas requested that this route be added as an acceptable alternative route alignment.
