Councilmember Beyer stated she wanted to commend Ms. Frolik on drafting the <br />observations o~ this case; however, when she got to the end of it, she wasn't clear what <br />Council was being asked to do. <br /> <br />Ms. Frolik sta~d she is recommending that Council adopt some regulations so there is <br />criteria established for accessory apartments. <br /> <br />Councilmember Beyer stated she did not have a feel for what route Council should go. She <br />suggested discassing this with the Planning Commission which would also be a good way <br />for Council to start bridging the communication gap. <br /> <br />Councilmember Zimmerman agreed with Councilmember Beyer. He added that Council <br />should also mget with the Economic Development Commission and the Park and <br />Recreation Conimission. <br /> <br />Motion by CouOcilmember Bcyer and seconded by Councilmember Zimmerman to table <br />any action on th~ issue of accessory apartments until after a joint meeting with the Planning <br />Commission an~ City Council. <br /> <br />Motion carried. :Voting Yes: Mayor Hardin, Councilmembers Beyer, Zimmerman, Beahen <br />and Peterson. Voting No: None. <br /> <br />Case #4: Award Contract for Engineering Services to Prepare a Storm <br /> Water Management Plan for the Southeastern Quadrant <br /> <br />City Engineer ~ankowski explained that the Request for Proposals to perform the <br />Southeastern StOrm Water Study was issued to four metropolitan consulting f'mns which <br />were selected ~tsed upon familiarity with the study area and experience with similar <br />studies. Thre~ proposals were received. He felt that although price is a major <br />consideration, ye experience and background are also important in selecting a consultant <br />for this particular project. He reported that the lowest bid came from Short Elliot <br />Hendriksen (SE[I) and they are the f'mu that was selected to do the update of the WMO <br />plan. They hav6~ prepared similar comp plans and'he recommended they be awarded the <br />contract. <br /> <br />Motion by Councilmember Peterson and seconded by Councilmember Zimmerman to direct <br />the City AdminiStrator to enter into a contract with SEH, Inc. in the amount of $25,609 to <br />prepare the soutlieast drainage study. <br /> <br />Motion carried. ~ Voting Yes: Mayor Hardin, Councilmembers Peterson, Zimmerman, <br />Beahen and BeyCr. Voting No: None. <br /> <br />Case #5: Town Hall Appraisal Services <br /> <br />City Administrator Schroeder reminded Council of the discussion regarding appraising the <br />value of the oldi town hall parcel. He thought that by meeting time, he would know <br />whether or not funding would be available. He received a verbal response from Ellen <br />Herman of Hern~an Appraisal that the cost of the appraisal would be between $1,500 and <br />$2,000. <br /> <br />Councilmember Beyer suggested that the appraisal be authorized whether funding is <br />granted or not. <br /> <br />Councilmember Zimmerman voiced it is a worthwhile expense. <br /> <br />City Council/March 28, 1995 <br /> Page 9 of 13 <br /> <br /> <br />
