CITY COUNCIL <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />Thc Ramsey ~ity Council conducted a special meeting on Tuesday, October 3, 1995, at the <br />Ramsey MuniCipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Glen Hardin <br />Councilrnember Carolyn Beahen <br />Councilmember Sheila Beyer <br />Councilmember Kenneth Peterson <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />CALL TO ORDER <br /> <br />City Administrator Ryan Schroeder <br />City Engineer Steve Jankowski <br />City Attorney Bill Goodrich <br /> <br />Mayor Hardinicalled the special meeting of the City Council to order at 6:00 p.m. and led in <br />the Pledge of Allegiance to the Flag. <br /> <br />CITIZEN INPUT <br /> <br />None <br /> <br />APPROVE AGENDA <br /> <br />Motion by Co!Jncilmember Peterson and seconded by Councilmember Beahen to approve <br />the agenda as ~esented. <br /> <br />Motion carrie. Voting Yes: Mayor Hardin, Councilmembers Peterson, Beahen, Beyer <br />and Zimmermlm. Voting No: None. <br /> <br />COUNCIL BUSINESS: <br /> <br />Case gl: i Improvement Project g95-14 Haubrich Addition <br /> <br />City Administrator Schroeder stated that at the last meeting, City Council considered <br />ordering ImprOvement Project g05-14, which is municipal sanitary sewer, water extension, <br />storm sewer, and street improvements to Haubrich Addition. At that meeting, Council <br />directed that staff acquire an appraisal on the affected properties. He reported that he had <br />placed copies ~)f such appraisal at the Council's table. He reported that he and the City <br />Attorney had/eviewed the appraisal which estimates that there will be an increase in value <br />sufficient to ~upport the assessment discussed. Barbarossa does have the ability, by <br />change order, [o complete IP 4/95-14 this year should the City Council award the contract <br />this evening. At the present, we have been pursuing two possible projects; the watermain <br />as a trunk dow~n 151st without connecting to the properties. Construction of the trunk line <br />is just under $38,000; $102,000 above the $38,000 includes the upgrade. Staff was to <br />gain an appraisal and that was done with the appropriate appraisal techniques which is that <br />the property n)ust benefit from the improvement showing the highest and best use of the <br />land.
