CASE #3 <br /> <br />HAZARDOUS MATERIALS RESPONSE TEAM <br /> By: Dean Kapler, Fire Chief <br /> <br />Background: <br /> <br />The State of Minnesota is now implementing a state-wide hazardous materials emergency <br />response progr~, pursuant to legislation enacted in 1990. The State will contract with <br />existing public ~tnd private emergency response agencies to provide the service. Funding is <br />from annual legislature appropriations; offsetting revenue is from annual fees paid to the <br />State EmergenCy Response Commission by fixed facilities, and to the Department of <br />Transportation bY transporters. The current appropriation is $1.2 mi/lion. <br /> <br />Response Teams <br /> <br />The State has been divided into five regions, each of which will have a "Regional Response <br />Team". Withinleach region will be one or more "Strategic Chemical Assessment Teams" <br />(SCAT) whichlresponds to an incident within their service area, consult with local <br />authorities, decitle if the Regional Team must respond, and support mitigation actions. Our <br />current hazmat ~ogram fits the Strategic Chemical Assessment Team role. If we submit a <br />proposal, we mist define the "primary service arm" we'd respond within. <br /> <br />Team Co _mpositton <br /> <br />The SCAT tean~ which responds to an incident must be a minimum of three f'n'e fighters; <br />one trained at tlie SpecialiSt level (highest level) and two at the Technician level (second <br />highest). Ram~ey Fire Fighters are currently trained to Operations level. Additional <br />training would be required to reach Technical or Specialist level. <br /> <br />Compensation ~d InsUrance <br /> <br />State Workers t2ompensation covers the SCAT members when they leave their "geographic <br />junsdicuon" w~ch we understand to mean the city !~m~ts. Samilarly, the State covers all <br />liability claims i,,ia indemnification of the bidding agency. We would need our insurance <br />adviser to review the state's indemnity program. All labor costs for training, <br />artministmtion mhd respor/se to an incident are paid by the State. <br /> <br />F.~j_uipment and Vehicles <br /> [ <br /> <br />The State may Supply the team with a broad assortment of equipment and supplies.' The <br />Program would ~:eeeive $40,000 annually to pay this expense. <br /> <br />T'uuetablc <br /> <br />Deadline for submission of proposals is 2:00 p.m., Friday, February 3, 1995. I would <br />like to contact Chuck McKusick, Fridley Fire Chief, to inform him that Ramsey will <br />participate. <br /> <br />The initial contract term is two years. The contract may be extended annually by the parties <br /> .r, <br />for one year periods, up to a total of three additional years. The total contract term may not <br />exceed five years. <br /> <br /> <br />
