Absent: Boardmember McLaughlin. <br /> <br />BOARD BUSINESS <br /> <br />Case #1: Citizen Representative on Fire Board <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beyer to table this issue until <br />the Recording Secretary researches whether or not Mr. Pearson's last appointment was for <br />two years. <br /> <br />Motion carried. Voting Yes: Mayor Hardin, Councilmember Beyer and Boardmembers <br />Pearson, Weiss and Williams. Voting No: None. Absent: Boardmember McLaughlin. <br /> <br />Case g2: New Hires <br /> <br />Fire Chief Kapler reported on the success of the informational meetings that are held, <br />basically on a quarterly basis, as a tool for recruiting new fire fighters. He recommended <br />offering the position of fh'e fighter to Richard Sieber who is available to respond during the <br />daytime hours and to Ron Lemm and Bill Karels who are available to respond during the <br />evening hours. This would bring the total of fire fighters up to 27. <br /> <br />Motion by Mayor Hardin and seconded by Councilmember Beyer to recommend that <br />Council offer the position of Volunteer Fire Fighter to Richard Sieber, Ron Lemm and Bill <br />Karels. <br /> <br />Motion carded. Voting Yes: Mayor Hardin, Councilmembers Beyer, Boardmembers <br />Pearson, Weiss and Williams. Absent: Boardmember McLaughlin <br /> <br />Case #3: Hazardous Materials Response Team <br /> <br />Fire Chief Kapler reported that the State of Minnesota is now implementing a State-wide <br />hazardous materials emergency response program, pursuant to legislation enacted in 1990. <br />He explained that the State has been divided into five regions, each of which will have a <br />"Regional Response Team". Within each region will be one or more "Strategic Chemical <br />Assessment Teams" (SCAT) which respond to an incident within their service area, consult <br />with local authorities, decide if the Regional Team must respond, and support mitigation <br />actions. Ramsey Fire Fighters are trained up to the Operations Level. Chief Kapler <br />explained that once the "Team" crosses their City boundary, the State covers the liability. <br />The Fire Fighters would have to furnish their own turnout gear;, however, the wear and tear <br />on them would be very minimal. There is basically no cost to the individual fire <br />departments. He stated there has been interest shown in this area from the Ramsey Fire <br />Fighters. Chief Kapler added that if the City decides not to participate in this training, the <br />SCAT Team will still respond to Ramsey. <br /> <br />City Administrator Schroeder understood that all training is paid for, but inquired about <br />updates. <br /> <br />Chief Kapler stated he wasn't sure but that he would find out. <br /> <br />Fire Board/February 8, 1995 <br /> Page 2 of 6 <br /> <br /> <br />
