I
I
I
I
I
I
I
I
I
I
I
I
I

Mr. Carl Ohm
Mr. Jon Olson
August 8, 1994
~age 8

Screerdines at the Mississippi River bridges 19) TH 169 Bridge
20) TH 610 Bridge

~ order to reflect the future traffic volumes in the stud), area more
realistically, the plus or rrdnus difference between the 1990 ground and 1990
modeled volumes were used to adjust the Year 2015 modeled volumes. In
most cases, as can be seen in Table 1, the 1990 ground and 1990 modeled
vblumes are similar.

k final adjustment was made to Year 2005 and Year 2015 traffic volumes
c~ossing the TH 169 bridge. Orig4~nal modeled volumes reflected a number of
v~kicles that could not be accommodated by the existLng or the future design
of the TH 169 bridge. This problem is a common occurrence in modeling
w~ere many roadways come together at one or two poLnts for a bridge
crossing. The adjustment was made by completing a select 1Ln.k analysis on the
TbI 169 bridge and redistributing ~affic based on the results of that analysis.
T~e analysis showed that 33 percent of traffic on the TH 169 bridge could be
re~tistributed, to either the TH 101 bridge to the northwest or the TH 610
bSdge to the southeast. Of that 33 percent, 61 percent are projected to use the
TPI 610 bridge, and the remaining 39 percent a_re projected to use the TH 101
bridge. Finally, traffic volumes from the TH 169 bridge were added or
stlbtracted on affected roadways. The results of the redistribution of TH 169
br_idge traffic volumes present a more realistic view of travel behavior within
the study area.

Development of PM Design Hour Directional Traffic Volumes

Historical traffic volume data from Amoka Count3, and the Minnesota
Dqpartment of Transportation was used in developing PM desig'n hour
di~ect-ional volumes at the above-listed screenline locations. The factors used
fo~ calculating ADT volumes to PM desiv~n hour directional volumes are listed
below.

TH 169 -- 15.2% desi~ hour factor (DHF), 65% westbound - 35%
eastbound
2) TH 47 -- 9.77% DHF, 30% southbound - 70% northbound
3i 7th Avenue-- 8.66% DHF, 55% southbound - a=°'~o ~o northbound
