I I I I I I I I I I I I I I I I I I CASE #1 REVIEW REQUEST FOR PRELIMINARY PLAT APPROVAL NORTHFORK OAKS ADDITION By: Mark Boos, Parks/Utilities Supervisor Background: Northfork, Inc. is I~equesfing preliminary plat approval for approximately 100 acres in the northeast corner of the 1,200-acre Northfork P.U.D. The developer's intent is to plat $1 single family homes, with the f'~st 14 lots proceeding to final plat approval at this time. The following items are enclosed for your information: A) Sit{~ location map B) Prdposed preliminary plat C) Cit.~ Staff review letter (if completed in time for inclusion) D) 191~9 Northfork Park Dedication Agreement Some of you may ~ec',dl the 1989 park dedication for Northfork, which spelled out the various park dedication considerations. As it relates to Northfork Oaks Addition, park dedication has been fulfilled by the dedication of the trail and Lake Itasca Park. To summarize: The agreement calls for park dedication to be resolved south of 153rd Avenue N.W., at the time of platting. The area east of Andrie Street N.W. and north of 153rd Avenue N.W. is satisfied (including 19orthfork Oaks Addition) with the exception of the alignment of the connection from the L~e Itasca Park to 153rd Avenue N.W., and a trail corridor from the park to the west, to connect the Northfork Links Addition south of 153rd Avenue N.W. 3. The area w~st of Andrie Street N.W. owes park dedication in the form of two, one-acre tot lots (or one!two-acre park) and $500.00 per dwelling unit. This obligation is viewed as important by City Staff. While a park plan is not ready for adoption for the Lake Itasca Park, it is qqite apparent that the westerly extension of the boundary lines of the park to the lake itself isicritical for a quality neighborhood/community park. It is believed that, uPOn formulation of the preferred park plan, the park dedication obligation, west of Andrie Street N.~AV., can be consideration in insuring that the Lake Itasca Park will be of the highest quality possible. This plan includes a lake shore picnic and wildlife observation area and development of a s~ftball field near the toe of the slope between the lake and the eastern boundary of Lake Itasca Park.! This issue will be resolved at a later date. Observations/Recommendations: In Staff's opinion, ~-here are two issues for the Commission to address: tree conservation and establishment, and Ost/west pedestrian/bicyclist travel to and from the Northfork Subdivision(s). The develop{r should closely adhere to the City's tree conservation policies by submitting a tree conservtation plan, in conjunction with the grading plan, showing two-inch, or equivalent thereof, tree placement on lots without front yard trees.
