Public Parn'cipation has been a relatively positive experience in the Commission's two most recent
park development initiatives. In the case of Fox and Solstice Parks, both were neighborhood
parks with clear benefitting areas. As a result, it was practical to survey the adjoining residents for
their views. The neighborhoods adjacent to Lake Itasca Park are lower in density and not as
clearly defined. In addition, this park will be equally used as a community resource (due to its
size, development potential, and trail resources) as it will for its neighborhood park attributes. As
a result, the Commission may desire to announce the park's development planning in the Ramsey
Resident with a site location map rather than limiting contact to nearby homeowners. As you will
recai1, 1994's Community Development intern surveyed residents near the park. The comments
and address list is attached. The Northfork Homeowners Association should also be contacted to
ensure that they or the City are not replicating something already planned for in this general area.

Because the property west and southwest of the park is undeveloped, some opportunity may exist
for its use in connection with the park. The preliminary Draft Park Plan retie, ets this possibility.
North Fork, Inc. owes some minor land dedication to the City in the form of two, one-acre tot lots,
which may replicate what the Northfork Homeowners Association atready has. If the above space
is unavailabIe for park planning consideration, the park plan will be re-configured accordingly.

Attached for your review:

The above referenced materials and the preliminary Draft Park Plan.
