CASE #2 <br /> <br />DETERMINE PARK DEDICATION FOR FOX KNOLL <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />Please note the ,enclosed March 3, 1995, Planning Commission case contains important <br />background information for this case. Fox Knoll will consist of 18 urban, single family homes. A <br />35-foot trail corridor is proposed to connect 153rd Avenue N.W. to the north with the Ramsey <br />Elementary Scho~,l property to the south and east. This trail will be an important link for the area's <br />urban residents, particularly to access the community park programmed for development north of <br />the landfill (perh~s as soon as 1996). Many Fox Knoll residents and other future residents to the <br />west can also be ekpected to utilize this trail to walk to school. <br /> <br />Little change is eX~Pected for the two cul-de-sacs shown on the enclosed concept plan; however, the <br />developer has suSgested they may propose slightly smaller fight-of-ways to accommodate tree <br />preservation. Ther. trail corridor will be straightened to minimize the fight angle currently shown in <br />the wetland. <br /> <br />A revised sketch plan will be available at the meeting. This plan will also show the individual <br />mature oaks and Which are proposed to be saved. Staff recommends that a 35-foot wide trail <br />corridor be acce~ted for partial park dedication from 153rd Avenue N.W. south to the plat <br />boundary. Staff Will determine the exact alignment to ensure compatibility to other subdivision <br />features such as sdwer and water lines. <br /> <br />A narrow portion ~f property immediately south of Fox Knoll will need to be acquired through <br />purchase or easement for sewer and water access to the site from the school property. This <br />acquisition must ~commodate the construction of a ten foot bituminous surface, most probably <br />concurrent with segeer and water main installation and restoration. It is anticipated that the trail will <br />leave the proposed plat and traverse the north property line of the school, connecting to the trail <br />corridor paralleling County Road No. 5 (1995 construction). These segment(s), if available at the <br />time of trail paving, will be paved by the developer; however, the City may cover certain costs <br />outside the plat bo~ndary. <br /> <br />For year 1994, th~ City credited developers $5 per linear foot of bituminous paving. Staff <br />proposes a credit of $6 per linear foot for calendar year 1995. It is important that approximate park <br />dedication be deter~nined at this time so that the developer may plan accordingly. Because this is a <br />sketch plan, the C6mmission can request additional review prior to final plat approval if there are <br />special concerns. <br /> <br />It is expected that ~nd dedication will comprise about half the park dedication, leaving the other <br />half to be credited iowards trail construction. The cash figure is arrived at by using the following <br />formula: 18 lots x $800 each = $14,400. If the land were 50% of the minimum dedication due, <br />$7,200 would be available for trail construction, or the equivalent of 1,200 feet of trail. <br /> <br /> <br />
