~:---- <br /> <br />CASE <br /> <br /> REQUEST FOR SKETCH PLAN REVIEW OF FOX KNOLL; <br />OF RICK MURRAY, RESIDENTIAL DEVELOPMENT COMPANY, AND <br /> MARK KLECKNER, FOX DEVELOPMENT CO. <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Rick Murray of~ Residential Development Company and Mark Kleckner of Fox Development <br />Company are re4luesting approval of a revised sketch plan for Fox Knoll. As you may recall, last <br />year Mr. Klecka~r applied for a subdivision to plat the 20 acres into two 10 acre rural lots. At the <br />time of applica,t~, n processing, City Staff suggested that Mr. Kleckner pospone his plat until this <br />year. The City'l suggestion was based on the anticipated expansion of the Metropolitan Urban <br />Service Area (~/~.SA) and the availability of sewer and water to the site by mid 1995, which <br />would allow deYelopment of the property at urban densities. Mr. Kleckner was reluctant to <br />postpone, but after some assurances from the City that the MUSA expansion and utilities extension <br />to the school and surrounding area would happen, he made a decision to postpone platting until <br />1995. <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Revised sketch plan <br />Clty Staff review letter dated March 1, 1995 <br /> <br />Observations: <br /> <br />The subject property is in the MUSA and is zoned R-1 Urban Residential. All of the lots appear to <br />meet the minimu~n 80 foot lot width requirement (90 feet on comers) and more than exceed the <br />10,800 square foot area requirement. ' <br /> <br />Street access to the lots will be provided by an extension of 151st Lane N.W. which will result in <br />exceeding the 6013~ foot maximum dead end street length. Another cul-de-sac will be extended <br />north off of 151sg to access the remainder of the developable property. The over-extended length <br />of 151st is the oqly reasonable means of developing this property short of bridging wetlands to <br />construct through!streets, which we know from experience is not acceptable to DNR. <br /> <br />A Grading and Drp. inage Plan and a Tree Preservation and Planting Plan will be required at the time <br />of preliminary pla! approval. <br />Park dedication Will. be considered by the Park Commission on March 8. It is anticipated that it <br />will consist of a c~mbination of cash and trail development. <br /> <br />The City Engineer and Parks Supervisor met with the developer on March 2 to review utility and <br />trail alignments, g, ny modifications to the design of the sketch plan resulting from that meeting <br />will be reviewed With the Planning Commission at their March meeting. <br /> <br />RecommendatiOn: <br /> <br />City Staff recommends that the developer be directed to proceed to the preliminary plat stage. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Grant sketch plan approval to Fox Knoll and recommend that the developer proceed to <br />apply for pr~eliminary plat approval. <br /> <br />Review Checklist: <br /> <br />City Engineer <br />Parks & Utilities Supervisor <br /> <br />PC: <br /> <br />3/7/95 <br /> <br /> <br />
