Motion by CommiSsioner Holland and seconded by Commissioner LaDue to grant sketch plan <br />approval of Alpine IFirst Addition with lot designation as discussed. <br /> <br />Motion carried. Vbting Yes: Chairperson Bawden, Commissioners Holland, LaDue, Deemer, <br />Hendriksen, and Te~'y. Voting No: None. Absent: Commissioner Thorud. <br />Case #4: ProPosed Regulations for Accessory Apartments <br /> <br />City Engineer Jankbwski stated that subsequent to a public hearing in February, City Staff and <br />City Council have r~eived numerous calls in opposition to an ordinance for accessory apartments, <br />and these individual~ were told that this would be reviewed at tonight's meeting. <br /> <br />Tim Reimann, 14~00 Waco Street N.W., stated that he opposed such an ordinance. He <br />commented that the City already has an ordinance for apartments, and there have been problems <br />associated with thole apartments. Now he is concerned that the City is trying to put apartments <br />among single famil~ homes, bringing those problems into single family residential neighborhoods. <br /> <br />Chairperson Bawd~ agreed that he fears the City is making trouble for itself. He did not feel that <br />the City needs to mitke affordable housing in the R-1 Residential District when that is achieved in <br />the R-3 Residential District. <br />Mr. Reimann stat{4:.t' that many people 'find Ramsey favorable because of its isolation. He <br />suggested that if sudh an ordinance were to be passed there should be a limit as to the total number <br />allowed in the city a! any given time. <br />Commissioner Hen _&-iksen reminded the Commission that there are provisions in the City Code for <br />duplexes. He felt ~at if circumstances arise that would require allowing for this, then they. should <br />be addressed on a c~se by case basis because it is too difficult to try and provide for every s~tuation <br />in an ordinance. ~ <br /> <br />Mr. Reimann viewe(l this as allowing for people to come into the community who don't have as <br />big a stake as the o~er residents. <br /> <br />Commissioner Deerher stated he would like to see a minimum lot size addressed in the ordinance. <br /> <br />Commissioner Hentkiksen disclosed that State law provides that up to six unrelated people can live <br />in a house He queried whether the structural changes would have to be taken out if a new owner, <br />upon buying an existing home with an accessory apartment, decides not to apply for a permit. He <br />also wondered if. soRe of the homes in Northfork, having a wet bar along with a refrigerator and <br />stove, are going to ~e considered accessory apartments and be required to comply. <br />Motion by Commiisioner Hendriksen and seconded by Commissioner Terry to forward the <br />proposed ordinande for accessory apartments to City Council along with the Planning <br />Commission's reco ,~nendation against it. <br />Motion carried.
