Councilmemb~r Zimmerman felt that it is just a matter of time before the City needs to <br />develop a plan that looks at the alignment and traffic patterns along Highway #47 to aid in <br />conducting the ~affic in a safe manner. <br /> <br />Councilmembei' Beyer agreed that Highway #47 is getting dangerous. <br /> <br />Mr. Schroederireminded Council that there is $10,000 in the 1995 budget that could be <br />used for this pdrpose if City Council desires. <br /> <br />Mayor Hardin ~uggested a meeting with the County and the State regarding Highway #47. <br /> <br />Mr. Schroeder icommented that we have done that several times and they ask the City to <br />bring a corrido~ study to them. <br /> <br />Councilmembei' Peterson suggested this would be a good topic for discussion at a Council <br />workshop. <br /> <br />Motion by Co~ncilmember Peterson and seconded by Councilmember Beyer to grant <br />preliminary plai approval to Willow Ridge contingent upon compliance with the City Staff <br />Review Letter ~d resolving site access with MnDOT. ' <br /> <br />Motion carried~ Voting Yes: Councilmembers Peterson, Beyer, Beahen and Zimmerman. <br />Voting No: NOne. Abstain: Mayor Hardin. <br /> <br />Mr. Schroeder listed the actions Council had taken thus far on all the cases this evening and <br />commended Ma. Frolik on all the work she did on these cases. <br /> <br />Case #12: ~dopt Ordinance Amending Pawn Shop Ordinance <br /> <br />Police Chief Apspos stated that at the February 14, 1995 meeting, Council reviewed the <br />proposed ordir/ance amending the pawn shop ordinance. The amendments include a re- <br />definition of ~'Pawnbroker", provide a "Purpose" statement, address the license <br />requirements ~d issuance limitations, provide for a higher fee and more detail regarding <br />investigation of applicants, expiration and eligibility of licenses and license holders, the <br />holding of property, prohibited transactions, verification of property identification and <br />minor procedu~l changes. The ordinance was introduced at that time. It is before Council <br />now for formalladoption. <br /> <br />Motion by Co~ncilmember Peterson and seconded by Councilmember Beyer to adopt <br />Ordinance #95}04 amending Chapter 7, Section 7.13 entitled "Pawnbrokers" of the City <br /> ~ . <br />Code of RamseS, Minnesota. <br /> <br />Motion carriedl Voting Yes: Mayor Hardin, Councilmembers Peterson, Beyer, Beahen <br />and Zimmermah. Voting No: None. <br /> <br />Case #13: 3, dopt Proposed Ordinance Vacating a Portion of the Drainage <br /> iind Utility Easements Located on Lot 3A, Block 3, Nature <br /> ¥iew Addition <br /> <br />City Administrator Schroeder stated that the owners of Lot 3 and Lot 3A, Block 3 of <br />Nature View Addition have requested the vacation of a portion of the currently dedicated <br />drainage easer~ent crossing the lot. The purpose for this vacation request is for the <br />construction of~ a new home. Council conducted a public hearing at their February 14, <br />1995 meeting, ~nd heanng no opposition, introduced the proposed ordinance. <br /> <br /> City Council/February 28, 1995 <br /> Page 9 of 14 <br /> <br /> <br />
