Mr. Jankowski istated that the City is currently accepting proposals to look at the drainage
situation for th~ southeastern portion of the City. This was done 15 years ago, but it needs
to be revisited, i We need a plan to be able to identify capital improvements. He reported
that he has ask.~l for two separate projects to address what needs to be done with County
Ditch #3 - whatiit can handle currently and what it can handle if it is cleaned out.

Ms. McKusicki stated that Mr. Jankowski had said within two years, he wants to clean
Ditch #3. She ~quired how that would be paid for.

Mr. Jankowski~replied it would have to be discussed by Council. Some of the pay options
are assessing th[,e drainage district, creating a drainage utility, or charging property owners
by run-off generated.

Ms. McKusick ~tated their home is built where the City said the elevation should be - if the
water comes up!into the homes, she questioned how the City will monitor the water.

Mr. Jankowski ~;tated that it's quite a small amount of water to flow at one to two cubic feet
per second. It ~aoves slowly through the culvert and when it gets to a wider area, it moves
even slower. The elevation change should not significantly effect the area. He felt that the
City should stil~ look at improving the area.

Bob Arnold, 68~41 - 157th Lane N.W., Ramsey, stated he refinanced his home last spring
and was told t~lat he was in a flood area. He had the surveyors out - his foundation is
1/10th of a fo~)t above the three-foot mark which is not much. He wondered if the
elevation was changed, if he would actually be in a flood plain.

Mr. Jankowskiiinformed Mr. Arnold that the flood plain was established by the Federal
Housing Authtgrity in 1979 and the Federal Government would have to do the study again
before the flood, plain status would be changed.

Mr. Arnold stated that according to them, he is in a flood plain; he felt he was in a Catch-22
situation. He i~quired where the outbuildings affected stand with regard to the Ordinary
High Water (OHW) and added that we should not spend money to recover buildings that
were built too lbw.

Mr. Jankowski stated that he did not have the elevations of the other buildings.

Mr. Arnold inqgired if the City issues permits for building to be built below OHW to which
Mr. JankowskiYeplied no.

Mr. Arnold thef~ inquired if these outbuildings conform to the City's requirements.

Mr. Jankowski ~nformed him that the one building is at 870.2.

Mr. Arnold co~mented that OHW is 868.2 so it's about two feet above, which is actually
below the three, feet minimum.

Mr. Jankowski iagreed.

John Zob..a, va, i6840 - 156th Avenue N.W., Ramsey, stated he would not want Mr.
Jankowski s jo~. He stated this project is affecting a lot of people and wondered how
many of these l~eople had built in a lowland. He questioned why they were allowed to do
so. He named rZ,lr. Hendriksen as one of the people. He stated he can see what it looks

City Council/March 14, 1995
