Ms. Burton ex~essed concern about drainage in her area, as a pond was created without an
outlet. She reiterated there are serious drainage areas all over the City and they should be
taken care of with one plan.

Doug Fountainj 15255 Garnet Street N.W., Ramsey, suggested quesnons should be asked
of Mr. Terry I~lendr~ksen such as did he receive a red tag durln construction". Mr.
~Fountmn S!,ate.~.that.Mr. Cla.yton, Berg,, who was the building inspector for the City of
~amsey at mat nme, ~s present ana mayoe he should be asked about the penrdts, etc.

Stanley Welshi 15443 Ramsey BoUlevard N.W., Ramsey, suggested leaving everything
alone. "His (H~endriksen) feet were wet before he started his building. Forget it - let it
go."

Amy Hagen, 7041 - 156th Avenue N.W., Ramsey, stated "he's (Hendriksen) one person
who built a bain on low land - why should the rest of us pay $28,000". She continued
that, at one point, Mr. Jankowski had suggested that it was not worth doing the little ditch
because it would not make the drainage eventually go into the Rum River. She noted that
Mr. Jankowski ~ad said that cleaning culverts was taken care of under the City's taxes so if
this is part of tl~' project, shouldn't it be already paid for with tax monies.

Mr..Jank°wski. .~:: tared that cleaning of culverts would be paid for with taxes, however, this
entads ~nstallat',.mn of culverts and that would not be covered.

Ms. Hagen inqgired how many culverts were being added to which Mr. Jankowski replied
three.

Ms. Hagen the4) inquired if that includes the one that has to be lowered to which Mr.
Jankowski replied no, but the cost for doing such is included in the estimated project cost.
He added it wo~ld not be proper to create that large of a conduit, without doing the same
thing to Count3rlDitch 83.

Ms. Hagen inqpired if the pond north of his (Hendriksen's) pasture has been noted and
added that she does not understand how this will all work.

indicated the benefit here is we are creating an opening for the water to flow
Mr.
Jankowski
out.

Ms. Hagen stated there are homes flooding in Ramsey and we are worrying about some
guy's horse pasture. She suggested looking at our priorities.

Dan Goepfert, ~601 - 163rd Lane N.W., Ramsey, stated that the previous owners of his
home stated they never had water problems. Now the ditches are plugged and there are
water problemsi He expressed a hope that this would take care of the water problem in the
area. He inquir~ if it will change the water table in the area.

Mr. Jankowski ~;uggested you would need to have sophisticated calculations to determine if
the Ordinary High Water elevation would be lowered.

Bruce Bacon, '/363 - 175th Avenue N.W., Ramsey, explained how erosion can cause
measurements ~o change from two to three feet below the original level. He stated that
water qualitative issues are tied to longer range issues and,we are concerned about
expenditure anql priorities. If water is flowing out quicker - it s getting somewhere else
quicker. This at'ca is kind of a local wetland and that's where the economic responsibility
ought to lie. HA suggested leaving water quality issues out of this. He added that it's not

City Council/March 14, 1995
