WORKSHOP <br /> CITY COUNCIL <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br /> STATE OF MINNESOTA <br />The Ramsey ~'ity Council conducted a workshop on Monday, April 3, 1995, a! the <br />Ramsey Muni~pal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minneso~ <br />Members Present: Councilmember Kenneth Peterson (Mayor Pro Tem) <br /> '~ Councilmember Sheila Beyer <br /> Councilmember Gerald Zimmerman <br /> <br />Members Absent: Mayor Glen Hardin <br /> ~: Councilmember Carolyn Beahen <br />Also Present: i City Administrator Ryan Schroeder <br /> <br />CALL TO oRDER <br /> <br />Councilmembet Peterson ealled the workshop to order at 6:35 p.m. <br />COUNCIL BUSINESS <br /> <br />Case gl: Assessment Policy <br /> <br />Ramsey resid°lats Rex Schaefer, 15230 Hematite Street N.W., Jim Struwve,. 15238 <br />Hematite Streel N.W., and Terry Hendriksen, 15631 Ramsey Boulevard N.W., provided <br />input. <br /> <br />The consensus )f the Council was: 1) Properties on MSA streets should not be assessed <br />for road mainte lance if the property address is on a different street; 2) Properties on MSA <br />streets having ] ~rimary access or address on the MSA street should be assessed for road <br />maintenance tX: typical assessment of like projects in that year (this position received <br />majority, but n, ~t full consensus of the Council with Councilmember Beyer opposed); 3) <br />Rural lots sho' dd receive the same unit assessment for road maintenance within the <br />subdivision or i xoject; however, if subdivided later, the created parcel should be assessed <br />for existing inf astmcture. There is currently a financing policy for urban infrastructure <br />that this should be modeled after. This position is opposed to assessing for potential future <br />lots at the time )f the project. Council directed that policies from Andover, Elk River and <br />Ham Lake be r~viewed prior to submittal of the assessment policy to Council; 4) Comer <br />lots should rec five a full share assessment for the address/access side of the property <br />without an additional assessment for the side yard. <br /> <br />Case #3: Code Issues <br /> <br />Marlys Williar0s, 5180 - 157th Lane N.W., Ramsey, was present to discuss a specific <br />code enforcement issue. <br /> <br />Councilmembet Peterson also suggested Staff review the Root auto yard on County Road <br />#5. <br /> <br />Council also directed that the code enforcement effort be imprOved by targeting <br />neighborhoods ~s opposed to the complaint basis of the past.
