April 17, 1995 <br /> <br />Request for Proposals <br /> <br />Dear Contractor/Vendor: <br /> <br />The City of Ramsey, located in west-central Anoka County, intends to develop two of its <br />municipal parks with scenic boardwalk through wetlands. The City has identified <br />schematic routes for the two boardwalks, but is open to suggestions regarding construction <br />methods. The City invites interested contractors/vendors to submit cost-itemized proposals <br />regarding construction materials and assemblies. <br /> <br />Proposals must be received by 3:00 pm local time on Tuesday, May 9, 1995 <br />at which time they will be publicly opened and read aloud. Proposals must be enclosed in <br />sealed envelopes indicating "Sealed Proposal - Wetlands Boardwalk." Any proposal sent <br />through the mail must be enclosed in two envelopes, the inner envelope indicating "Sealed <br />Proposal" as noted above. The City Council reserves the right to accept or reject any and <br />all proposals or to waive technicalities, or to accept any item of any proposal, unless the <br />offerer includes a restrictive limitation. Also note: · Required bid deposit is 5% of bid. <br /> · Required performance bond is 150% of bid. <br /> <br />Proposals must include the following: <br />1. Cost itemization of construction assembly and installation. Use attached form. <br />2. Drawing(s) and/or photograph(s) of proposed construction assembly. <br />3. Memorandum addressing: (a) City's priorities as discussed below, and (b) the <br />contractor's availability and product capabilities. Regarding the latter, the City requires the <br />following information: <br /> · When would materials be available? <br /> · When could installation be completed? <br /> · What is the lifespan of the product(s) and/or construction assembly? (Including <br /> but not limited to concerns such as UV deterioration, rotting, insect infestation.) <br /> · What type of routine maintenance would be expected for this assembly? <br /> · Is there a warranty on products and/or installation? <br /> · Do you carry product liability insurance? <br /> · Are there examples of your work in our area? <br /> <br />Project Scope. Both boardwalk sites are wetlands with sandy soils and emergent <br />vegetation consisting of grasses and woody plants. Both sites have some intermittent open <br />water. The Fox Park site will include 400+/- linear feet of boardwalk, and the Northfork <br />site will include I300+/- linear feet of boardwalk with one 14' stream crossing. <br />Construction of walkways on beams laid directly on the ground or supported by posts is <br />feasible and is permitted by the Minnesota Department of Natural Resources. <br /> <br /> <br />
